The chair of the OMB is mandated to review ALL notes, but unless your a party or participant to the OMB process, they hold no actual weight because it is not technically, evidence however, the OMB is a quasi-jurisdictional authority, meaning there really are no set rules that are unbreakable if they see fit to bend the rules a bit.
