on sight so I disagree with the GRCA's comment on that this only involves the Nottawasaga Valley Watershed. The GRCA's
assumption of subwatershed delineation is mainly based on TOPOGRAPHY
without regard for subsurface geology or sediment type which can reveal a
much higher connectivity issue that what is represented by way of bore
holes. <br><br>I went to Melancthon on Tuesday and spoke with both locals and aboriginals who have told me of the UNDERWATER RIVERS
that contain FISH in these areas. It's a Karst formation around here.
The rivers are well beneath the ground in cave like formations and
locals site several examples on different properties when speaking of
this issue. In one case the fish were found in a WELL. The aboriginals I have spoke with know this area's
connectivity to the Grand. These lands
are subject to the Haldimand Tract treaty and they have yet to be
consulted in regards to this proposal. The aboriginal description of
this site gives specific reference to it's roll as headwaters for the
GRAND. The underground water flows south.<br><br>The GRCA staff were with me as we toured out wash moraine
systems in Guelph with Hazen Russel and Andy Bajc but honestly at the time it
appeared to me that this individual was more preoccupied with socializing
than learning that day. In a nutshell I respect the the opinion of the
GRCA but I don't agree with their statements. This is an outwash moraine system. <p class="MsoNormal"><span style="font-size: 11pt; color: rgb(31, 73, 125);">To fill you in on where things stand, both the Grand River Conservation Authority board and the Source Protection Committee are aware of this proposal.</span></p>
<p class="MsoNormal"><span style="font-size: 11pt; color: rgb(31, 73, 125);">Both boards met separately on April 14 and passed resolutions urging the province to extend the deadline for comments. That has happened, as you note.</span></p>
<p class="MsoNormal"><span style="font-size: 11pt; color: rgb(31, 73, 125);">The GRCA was circulated on the quarry application by the proponent. Our staff prepared a comment which was filed by the original deadline earlier this week.</span></p>
<p class="MsoNormal"><span style="font-size: 11pt; color: rgb(31, 73, 125);">Just to clarify one matter. As we understand it, the proposed quarry site is not in the Grand River watershed, being entirely within the Nottawasaga Valley watershed.</span></p>
<p class="MsoNormal"><span style="font-size: 11pt; color: rgb(31, 73, 125);">However, the site is very close to Grand River watershed – literally across the road in one section -- and there may be impacts on groundwater within the Grand
River watershed. The comments we have already filed dealt largely with groundwater issues raised by the application.</span></p>

I have requested that the Region of Waterloo and municipalities take an official stance on this project. I would like the Lake Erie source water protection to do so as well.

I will share my comments regarding this proposal with you as it has direct implications on source water protection issues in the Grand River. They are in the attachments. If you would like to see the supporting documents please contact me and I can email it
your way. Many topics of relevance in this report. I would like the Source Water Protection Committee support the idea of establishing provincially mandated test times and methods to reflect best practices in order to reasonably assess risk. Currently to many
EIS studies are getting away with using outdated and poor data and this practice must stop.

Please review the attached power point as well. The International Joint Committee recently stated the status of Lake Erie is back to the eutrophication of the 70's. They state that it is imperative that we protect groundwater if we are to reasonably protect
the Great Lakes. In order to do that we must include reasonable EIS studies for ALL quarry applications.<br>
<br>
I would like to see the Source Water Protection Committee take a strong stance to voice concerns about the omission of Quarry concerns from the Source Water Protection legislation. We need to include these issues as having the potential to create a bona fide
risk if we are to reasonably protect our water supply for the long term. <br>
