<DIV>It is my experience and that of the general public that attempting to engage the municipality or the GRCA in a constructive discussion of issues which directly contradict their own economic interest has not yet led to an equitable solution. In the ideal world, such discussion would lead to resolution. However, in the seven years of my involvement with these issues and the current governing bodies, there has never been an instance when the decision makers voluntarily compromised. Their design is strongly motivated by the economics of immediate profit rather than preservation of natural capital resources. Often times decisions lead to significant externalized costs. I have exhausted the methods provided to me by way of the public process. </DIV>

<DIV>In regards to the West Side Lands, a petition of 2500 names was signed to oppose the Columbia Road Extension. Bona fide experts who warned against this proposal included Distinguished Professor Emeritus Emil Frind (hydrologist), Distinguished Professor Alan Morgan (Geologist) and Planning Professor Emeritus Gordon Nelson. Hundreds contacted Waterloo City and Regional council to oppose this proposal even after the city vote. These matters are supported by the KW Record articles in the attachments. Public opinion had nothing to do with the approval of these properties. The public strongly opposed it. It was common knowledge.</DIV>
<DIV> </DIV>
<DIV>Even after the concessions were secured by way of the OMB ruling, the City still approved the current land grading activities taking place on the West Side Lands. They are modifying Clair Creek, a known fishery as we speak in violation of the Federal Fisheries Act. The MNR has the power to secure a stop action and enforce the law. </DIV>
<DIV> </DIV>
<DIV>Although your advice to continue on this path of communication with the municipality is noted it has never proven effective. Please provide an alternative which will result in a timely resolution for these issues. </DIV>
<DIV> </DIV>
<DIV>If you could relay to the municipalities that you have every confidence in my good intention to resolve these known issues, I would greatly appreciate it. It would serve to provide credence to our discussions. </DIV>
<DIV> </DIV>
<DIV>We are privileged to be in possession of these precious commodities. To squander them for short term gain is wasteful and criminal towards our nation's children. </DIV>
