Good Day,
Breaking news as new authoritarian rules are announced by the provincial government to overrule planning yet again, public pushback against Bill 5 continues to build with thousands of people speaking up, yet more Greenbelt investigations demand better answers from former provincial government staff, and more. Join us today to discuss:
Grand River Watershed Bill 23 Bi-Weekly Zoom Meeting, Friday May 9th at 5:30pm:
https://us06web.zoom.us/j/82644695701?pwd=bnRsUGtWSUcrRnFWR21uYVBISG9jZz09,
Here’s the latest:
0) Breaking News - More Authoritarian Measures Coming To Ontario - Apparently Strong Mayor Powers are not getting it done. Proposed changes to be unveiled next week include new MZO-like powers for the Minister of Infrastructure that would allow her to exempt transit-oriented communities from a slew of zoning and planning rules. Changes to planning rules are expected from new MMAH Minister Rob Flack that include reducing the studies developers have to undertake, overriding local planning rules, bypassing local municipalities, and standardizing greatly reduced development charges.
This is all very concerning as the chaos and uncertainty created by so many changes to planning laws and development regulations by the Ford government already over the past six years have only lead to less housing - not more. Creating yet more confusion overriding even more planning rules in place for good reasons is not in the best public interest nor is it likely to lead to more housing. Reductions to remaining development charges are only going to cause more financial challenges for municipalities and delay even more infrastructure.
More details will be available next week. Here are some initial media reports of what to expect:
Global News - Ontario Will Expand Powers For New Developments To Bypass Planning Process:
https://globalnews.ca/news/11169184/ontario-expanding-mzo-power/
Global News - Ontario Plans To Impose New Planning Rules On Municipalities To Boost Housing:
https://globalnews.ca/news/11169519/ontario-development-charge-changes/
Action Required - Learn more and lets be prepared to speak up to preserve proper planning, democracy, and local government control in what gets built where and how. Doug Ford’s sweeping changes for developers to date certainly haven’t been in the best public interest.
1) Bill 5 Ends Rule Of Law In Ontario - The Ford government continues to expedite Bill 5 the “Protect Ontario By Unleashing Our Economy Act” with the second reading now approved and it heading to Committee. Meanwhile many more groups and thousands of people are expressing grave concerns about the government’s plan to create lawless Economic Zones at the government’s whim where no rules will apply (Constitution-free zones), it will also fully repeal Ontario’s Endangered Species Act (ESA) for the entire province that was once heralded as world-leading. The entire ESA will be replaced with far weaker regulations gutting protections and allowing development to destroy habitat and restoration efforts.
First Nations are expressing serious concerns about their rights being bypassed and ignored by the provincial government. There are also far-reaching implications to overriding heritage and archeological laws, even limiting future clean energy by placing restrictions on sourcing essential components such as solar panels and control modules. Energy advocates are warning that by arbitrarily banning Chinese components in energy projects this bill could effectively ban new solar and wind energy in Ontario.
Unprecedented numbers of groups and organizations across the province are coming together to fight this outrageous bill that overrides so many laws and personal rights to prioritize private company profits and give “Trusted Proponents” carte blanche to do and destroy whatever they want with no recourse. This is not in the best public interest to see so much power given to so few with no oversight or rules.
Similar to King Henry the 8th, Bill 5 would enable the Premier and cabinet to take full control over decisions previously made democratically in the Legislature without regard to any municipal or provincial laws. It gives exemptions to any person or company, anywhere in Ontario, for any reason, and gives “trusted proponents” authority to undertake projects overriding any law including the Planning Act, Environmental Protection Act, Endangered Species Act, Occupational Health & Safety Act, Highway Traffic Act, even the Trespass to Property Act for any purpose whatsoever.
It all comes down to dollars and development by well-connected private corporations being prioritized over good planning, democracy, citizen rights, our environment, and the greater public good.

Required Action - Speak up! Watch for more news and analysis on this horrifying omnibus bill and ensure our democracy, environment, clean energy, agriculture, and communities aren’t destroyed by the misguided development efforts of the provincial government under the guise of responding to Trump tariffs.
2) Wilmot Mega-Industrial Land Assembly - The Region of Waterloo continues to ignore concerns about serious erosion on the single 160 acre farm property that they have managed to acquire in Wilmot Township. Here’s the latest media coverage:
Woolwich Observer - Erosion Concerns Raised Over Wilmot Land-Grab Site Stripped Of Crops:
https://www.observerxtra.com/erosion-concerns-raised-over-wilmot-land-grab-site-stripped-of-crops/
The Woolwich Observer article was picked up by the Hamilton Spectator - showing how widespread the concerns about Wilmot are and how the Region of Waterloo is destroying its reputation across Ontario:

And The Record newspaper has been honoured with a World Press Freedom Award presented last week in Ottawa in part for their excellent reporting on the Wilmot mega-industrial land assembly and other important local issues that call government and institutional transparency and accountability into question. We are lucky to have such world-class reporting in our communities:

Action Required - Visit the WilmotCAN.com <http://wilmotcan.com/> website to learn more about and support the ongoing efforts, including legal action, research, mapping, and organizing community events: https://wilmotcan.com/ and demand the Region of Waterloo give up its farm destroying mega-industrial fiasco that is already costing taxpayers dearly. We also encourage you to support local journalism.
3) Greenbelt Scandal Investigations Continue To Find More Wrongdoing - The Information and Privacy Commissioner has issued another order asking for more information from the government on what appears to be at least one secret meeting that Doug Ford’s Office held with developers linked to the Greenbelt Scandal and then tried to cover it up. It includes using personal e-mails to bypass public record laws and continues to show the lack of transparency and integrity issues with this government:

4) Doug Ford Attacks Judges - The Globe & Mail has an excellent editorial on Doug Ford attacking the judiciary and believing that justice is only done when he himself approves of the ruling. It raises many good points along with how bail reform and severe court backlogs that have increased dramatically in recent years are under the control of the Premier and need to be addressed:

8) Bike Lane Removal - The Ford government has appealed their recent court loss where an injunction has blocked the removal of Toronto bike lanes. Doug Ford has vowed that "the bike lanes are coming out one way or another” despite the fact that public safety will be greatly compromised, people will likely be killed, and traffic is unlikely to improve:

9) Fireworks Ban - It is fantastic to see the City of Kitchener and City of Waterloo ban the sale of fireworks. While it appears that most of their motivation was from behavioural incidents, noise, and policing issues, the impact of fireworks on wildlife can be devastating. Many cities around the world have banned fireworks as bats can easily be deafened leading to starvation, other birds driven from their nests with their eggs dying, wild animals killed or injured in attempts to escape the terrifying explosions, not to mention the pollution, contamination of water bodies and other negative environmental impacts. With drones, lasers, and other emerging technologies there are simply much less destructive and environmentally friendly ways to celebrate and entertain crowds.

11) Cooperate For Canada Election Follow-Up - C4C wants to thank everyone. A progressive government has been elected and the threat other governments posed to the environment and climate change has been thwarted for now. The voter turnout was impressive with more than 66% turnout - the highest in years.
Pending any last-minute recounts, the Liberals captured 43.7% of the total popular vote, earning them 169 seats in the next Parliament, just three seats shy of a majority in the 343-seat House of Commons. The CPC took 41.3% of the popular vote, giving them 143 seats. The BQ took home 23 seats, while the NDP won just 7 ridings, and the Greens retained one of their two previous seats.
Given these overall results, how did Cooperate for Canada fare with endorsements? The record is mixed. On the positive side, some 24 of the 71 unity candidates that they endorsed ended up taking their races, including 14 Liberals, all 7 NDP winners, 2 of the BQ winners, and the one victorious Green candidate, Elizabeth May. In addition, progressive candidates won in 4 ridings where they endorsed a different non-CPC candidate
On the negative side, the Conservatives took 43 ridings where they endorsed a progressive candidate. Notably, that list includes 20 ridings where vote-splitting by the progressive electorate unfortunately led to a CPC victory. Including the loss of Green Party MP Mike Morrice in Kitchener-Centre that C4C warned about.
So, while we celebrate this hard-earned triumph, they humbly acknowledge that we still have much more work to do. The threat of future Conservative majorities is still very real and will likely continue to be for years to come. Moreover, while C4C remains focused on defeating the far right at every turn, they still firmly believe that a two-party political system is ultimately undemocratic. Democratic voices and representation can only endure with a fairer voting system in a multi-party environment.
Here’s some recent media:
The Record - Kitchener Centre: A Textbook Case Of Strategic Voting Gone Wrong:
https://www.therecord.com/opinion/contributors/kitchener-centre-a-textbook-case-of-strategic-voting-gone-wrong/article_3237f154-eda2-5cbe-88c3-1ebf96642ff0.html
Action Required - We must keep educating Canadians about the importance of supporting the best unity candidate in every riding, no matter which party they call home. We must keep pushing for electoral reform so that all voices are represented. And we must keep galvanizing progressive voters to turn out in large numbers in every single race.
12) Great Lakes Water Concerns - There have been discussions within the Grand River Watershed about constructing a pipeline to Lake Erie to provide water to help support growth. There are many reasons not to do this - including the need for Indigenous consultation and consent (Six Nations of the Grand River is unlikely to consent) and extraordinary cost.
If passed, the provisions of Bill 5 could enable this unsustainable plan. For this and many other reasons, the water quality of the Great Lakes should be a significant concern. Many years ago the Cuyahoga River in Ohio which flows through Cleveland into Lake Erie was so contaminated it actually caught on fire. Legislation was put in place to stop that type of contamination, including the US - Canada Great Lakes Water Quality Agreement. The National Oceanic and Atmospheric Administration helps to fund the Great Lakes Environmental Research Lab which does a lot of the monitoring of the Great Lakes. Recent cuts by the Trump government are putting this at risk:

13) Victory in Caledon - Good news from Caledon where Council unanimously voted to retain their existing Ward based system for electing Regional Councillors rather than moving to an “at large” or general vote. Kudos to all the citizens who packed Council Chambers and help to ensure a victory for democracy.
14) Another Victory For Citizens And Loss For Doug Ford - The Supreme Court of Canada recently rejected Ontario’s request to appeal the Ontario Court Of Appeal’s landmark ruling in favour of seven young Mathur v. Ontario litigants.
The province has been ordered back to the Ontario Supreme Court where it will have to defend its climate record and answer for putting Ontarians constitutional rights, health and futures at risk. By rejecting Ontario’s attempt to appeal, the Canadian Supreme Court confirmed:
1) Government climate targets must comply with the Charter, and
2) Ontario’s weak targets are risking the well-being and lives of its citizens.
Kudos’s to Ecojustice! Hopefully they will continue to receive strong citizen support fighting for a better future for Ontario children.
15) One Million Neighbour Update - Local writer Ariel Kroon has completed a short story “Growing Up, Branching Out” imagining a day in the life of Waterloo Region’s millionth citizen. MAY 5
<https://substack.com/@charlieangus>
"Those who cannot remember their past are condemned to repeat it."
— George Santayana
We are on the 80th anniversary of the end of the Nazi war in Europe.
Almost all the veterans who were involved in the liberation of Europe are gone. And yet, this anniversary seems more relevant than ever. Fascist ideology is creeping back into the mainstream. A new generation of innocents are suffering the violence of gangster regimes.
Already, America's desecrator-in-chief has tried to smear the meaning of the anniversary. May 8 (V-E Day) once symbolized the success of the global alliance against fascism. Trump is determined to break this alliance apart. He and his minions regularly denigrate America's allies. He has publicly shrugged off an invasion of Canada as “unlikely” as though a military attack on our nation is dependant on his whims. On this anniversary, he is determined to make it a celebration of America and America alone.
"We did more than any other country in producing a victory," he boasted.
"Nobody was even close to us in terms of strength, bravery or military brilliance…"
What a far cry from General Eisenhower who was chosen by the Allied powers to lead the European liberation. Eisenhower knew he was speaking, not as an American, but as a representative of all free people when he gave the D-Day landing orders:
"The eyes of the world are upon you. The hope and prayers of liberty-loving people everywhere march with you. In company with our brave Allies and brothers-in-arms on other Fronts, you will bring about the elimination of Nazi tyranny over the oppressed peoples of Europe."
Such idealism is beyond the narcissistic pathology of Trump and his enablers.
In Canada, we will commemorate May 8 with the lighting of the CN Tower in red and white. The colours, of course, represent our flag. But few know that the Canadian flag also symbolizes the cost of freedom – the red represents the blood spilled by Canada fighting for others, and the white represents peace and tranquillity.
The people of the Netherlands and Belgium have never forgotten the sacrifice of the red and white. Unlike Trump's trashy April 2nd "Liberation Day" stunt, the people of the Netherlands take to the streets on May 5 to commemorate a true Liberation Day.

On May 5, 1945, Canadian General Charles Foulkes accepted the surrender of the fascist forces at Wageningen. This isn't ancient history to the people of the Netherlands. The Dutch people have never forgotten the arbitrary arrests and killings of the Nazi occupation. They have passed down the stories of the horrific Winter of Hunger and the efforts of the allies to feed the starving people by air.
Our grandfathers and uncles were in the regiments that freed the Netherlands. It was brutal fighting that took place village by village, canal by canal. Many of our family members rest in those fields; their graves are still lovingly cared for by those who have never forgotten.
<https://substack.com/redirect/dbb6f5e5-8ab6-464e-b88f-24f3e19ea088?j=eyJ1IjoiMmhpNWp4In0.mYtoKrthzDDBipfWK-mIOODaVrH2OJQbO2ZRSGW9P8A> On Christmas Eve, Dutch children place candles on the graves of Canadians lying in the war cemeteries at Holten and Groesbek
I was in Normandy on the 75th anniversary of the D-Day landings. I met many Dutch and Belgian people who came to welcome the Canadian veterans to Juno Beach. Many wore old army uniforms.
One young family were entirely decked out in the Fort Garry Horse regiment kit.
“Why are you wearing Fort Garry Horse memorabilia?” I asked.
They looked at me with surprise. To them, it was obvious.
“The men of the Fort Garry Horse freed our village. We will always honour them.”
<https://substack.com/redirect/8cf17124-a69b-4509-a6b7-e1814f9c7bd1?j=eyJ1IjoiMmhpNWp4In0.mYtoKrthzDDBipfWK-mIOODaVrH2OJQbO2ZRSGW9P8A> Dutch family celebrating at Juno Beach with the insignia of the Fort Garry Horse
The Dutch connection with Canada isn't simply a relation of nation to nation. It is a kinship with the individual units and soldiers who freed them. Just ask any Canadian who has gone to a Dutch village looking for stories about their granddad during the war. It is always like a family reunion.
When a friend of mine in the Algonquin Regiment of Northern Ontario marched at a commemoration in Apeldoorn, a young woman ran from the crowd and kissed him.
“Thank you for freeing us,” she said joyously.
“I didn’t,” he stammered, having not even been born during the war.
“Yes,” she replied, “But I know that you Canadians would come again if we ever needed you.”
I tell these stories not to bask in warm memory but to remind us of the immense sacrifice that stopped the hate machine.
This 80th anniversary comes as the white ribbon of peace is being trampled on. Tank battles are being fought in Ukraine. Families are being bombed and targeted in Kyiv. The international rule of law that was built out of the trials at Nuremburg, lies in tatters in the bombed-out hospitals and refugee camps of Gaza.
In 1945, the Western countries attempted to build a legal framework to stop crimes against humanity. But those very nations have turned their backs on the war crimes being committed by one of their allied friends.
We ignore these mounting crimes at our peril.
This is the age of gangster regimes — Putin, Trump, Netanyahu. In Europe, fascists are on the march again. This time, there is no Winston Churchill or General Eisenhower to rally the nations. The Trump administration has thrown its weight behind the extremists.
Consider Washington's interference in the efforts by Germany to address rising anti-immigrant violence. The German government has grown increasingly concerned about how extremism is being driven by the AfD, Germany's far-right party.
Germany's attempt to address these threats has drawn the ire of Marco Rubio. He is accusing Germany of "tyranny" for increasing surveillance on politicians, promoting hatred and bigotry.
Elon Musk has also been heavily involved in promoting the AfD. And J. D. Vance has also waded in by claiming that German "bureaucrats" are attempting to shut down a democratic movement. He is whitewashing a movement of hate.
The reality is that Washington has more in common with the extremism of the AfD than with parties committed to the rule of law.
The German government has responded forcefully. In Musk's case, they are investigating him for electoral interference. To Rubio, they issued a blistering rebuke:
"We have learnt from our history that right-wing extremism needs to be stopped."
But the fact is Washington leaders like Rubio and Vance are drinking from the same dark pool as the AfD.
Consider Vance's rhetoric that Germany is committing "civilizational suicide" by allowing Muslims into the country. It mirrors Trump's denouncing immigrants to the United States as "poisoning the blood" of America.
All of this, of course, goes back to the language of Mein Kampf, where Hitler denounced the "blood threat" to the German people and denounced Jews and Slavs as a "foreign invasion."
On this 80th anniversary, the fascists are on the move. They have already taken Washington. Where they go from here is far from clear.
I think of the people of the Netherlands who have never forgotten what it means to live under fascist rule. And I thank the German government for doing their part to stem the tide today.
As for Canada, we must honour the sacrifice so many of our relatives made.
They paid the price so that we would never have face-down fascist violence again. It's up to us to do our part.
Red and white.
Remember those colours. They mean something, especially now in a dark age of fascism and xenophobic hate.
Thank you for reading.
Thank you for reading Charlie Angus / The Resistance. I’m grateful to have you here - let’s get to work.
