Good Day,

The Federal Government’s new Bill C-5 is almost as concerning as Ontario’s Bill 5, Council motions and protests continue against Bill 17, come to Elmira on Tuesday evening to support the Woolwich Climate Action Plan, rally against Bill 5 and Bill 17, tour renewable energy sites this weekend, and more.

Join us today, Friday, June 20th at 5:30pm to discuss the latest:

Grand River Watershed Bi-Weekly Zoom Meeting, Friday June 20th at 5:30pm:
	https://us06web.zoom.us/j/82644695701?pwd=bnRsUGtWSUcrRnFWR21uYVBISG9jZz09,

1) Federal Bill C-5 Concerns - Very similar to Ontario’s very concerning Bill 5, this federal Bill C-5, Building Canada Act (BCA) gives sweeping power to the Prime Minister and Cabinet to exempt major projects from Canada’s most important federal health, safety, and environmental laws as well as Indigenous rights. Organizations across Canada are raising serious concerns.

According to the Canadian Environmental Law Association (CELA), Bill C-5 would fast track projects and give the federal cabinet unfettered discretion to:
Designate any major facility, resource-based activity, or infrastructure (i.e. nuclear facilities, pipelines, mines, etc.) as “national interest” projects,
Automatically pre-approve these projects under federal environmental laws (i.e. Impact Assessment Act, Fisheries Act, Species at Risk Act, Canadian Navigable Waters Act, Canadian Environmental Protection Act, 1999, etc.) and could sidestep long-standing review and assessment requirements under these laws, and
Make regulations which could exempt these projects from any applicable federal laws.
This Bill was just introduced for First Reading last week but could quickly be passed in the coming days, overriding democratic process, transparency, equity, and meaningful public and indigenous participation in decision-making.

Action Required - Speak up to ensure that our rights aren’t trampled in the rush to hasten decision-making for corporations in the name of tariffs and our economy. We can have both a thriving economy and proper rights as well as necessary environmental protections.

2) Multiple New Actions Against Bill 5 Announced - It’s fantastic to see organizations across Ontario announcing new campaigns to repeal Bill 5 while First Nations promise protest and ongoing opposition to this draconian Bill that creates lawless Special Economic Zones, cancels the Endangered Species Act, removes Heritage and Archeology protections, and tramples First Nations rights. This is far more than just a Bill about the Ring of Fire in the far north - it will have far-reaching consequences for everyone in Ontario and sets very dangerous future precedents as explained in this excellent Op-Ed from three former City of Toronto Mayors, Anne Golden and Ken Greenberg:

Hamilton Spectator Op-Ed - Ontarians Have Just Lost Core Democratic Protections - And Few Realize It:

“No Premier - however popular or persuasive - should be allowed to choose which laws apply and to whom. Because once the precedent is set, it will outlast the government that set it…. Bill 5 is a giant step in the wrong direction and must be repealed.”

Required Actions - The fight against Bill 5 will continue as we need to continue to speak up against this horrifying omnibus bill and ensure our democracy, environment, clean energy, agriculture, and communities aren’t destroyed by the misguided development efforts of the provincial government under the guise of responding to Trump tariffs. Keep writing, calling, speaking out, encouraging Council motions, and drafting letters to the editor and Op-Eds.

3) Help Support The Woolwich Climate Action Plan - On Tuesday June 24th the Woolwich Township Corporate and Community Climate Action Plan will be finalized by Woolwich Council. Local activists need your help to pack Council Chambers and ensure that Council approves a plan that will help Woolwich reduce GHG emissions by ensuring that the Green Levy Fund is used for community projects and innovation - not corporate budget items that should be funded by regular operational budgets. Details are as follows:

Woolwich Council Meeting, June 24th at 7:00pm
Woolwich Council Chambers, 24 Church Street West, Elmira

Action Required - Attend the Woolwich Township Council meeting to show your support for essential climate action and write Woolwich Councillors and Clerk at jsmith at woolwich.ca <mailto:jsmith at woolwich.ca>. Help to promote success stories happening in our communities.

4) GO Trains Not Coming - More news continues that the Two-Way, All-Day GO Trains promised for years by the Doug Ford government to be here in 2025 aren’t just in serious jeopardy but have already been cancelled indefinitely for the Kitchener Line along with many required upgrades. That instead a minimum viable product of some upgrades to the Lakeshore GO Train lines for 2038 is about all that is coming after so many wasted years of bungling and millions and millions of dollars fettered away in Doug Ford’s ongoing Metrolinx chaos.

Here’s a statement from the Official Opposition on the cancellation:

NDP Statement On GO Train Expansion Collapse:

Here’s further background on the disaster at Metrolinx that its 118 Vice-Presidents can even seem to fix:

	https://www.thetrillium.ca/news/the-trillium-investigations/how-metrolinxs-plan-to-deliver-european-style-train-service-went-off-the-rails-10786705

Action Required - The consequences will be far-reaching if there is no reliable rail service coming and we are going to be stuck in Highway 401 gridlock as our population soars. More information should be forthcoming in the weeks ahead as more Freedom Of Information Requests are received and media investigations continue. Be sure to speak up for the high quality, reliable, sustainable transportation we need for the future.

5) Yet, Yet Again More Greenbelt Scandal - Once again Doug Ford says people don’t care about the Greenbelt. This past Tuesday, Ford claimed the Greenbelt doesn’t even show in their polling and tried to downplay recent investigations and concerns about code words and private e-mails used purposely to evade detection and bypass laws for record keeping as Doug Ford’s government tried to hand out development rights to massive chunks of the Greenbelt to well-connnected developers for development:

The Record - Doug Ford Says People Don’t Give Two Hoots About The Greenbelt Fiasco:
	https://www.therecord.com/politics/political-opinion/doug-ford-says-people-dont-give-two-hoots-about-the-greenbelt-fiasco/article_ee6e6e6c-cec4-5814-8e0e-1ccb8ba4f950.html

However, multiple Greenbelt investigations continue even as the Premier admits he has yet to be interviewed by the RCMP:

The Trillium - RCMP Won’t Say If It Will Use Gas Plants-esque Findings In Greenbelt Investigation:
	https://www.thetrillium.ca/news/politics/rcmp-wont-say-how-gas-plants-esque-findings-in-greenbelt-investigation-10807187 <https://www.thetrillium.ca/news/politics/rcmp-wont-say-how-gas-plants-esque-findings-in-greenbelt-investigation-10807187?utm_source=email&utm_medium=email&utm_campaign=Jun%2013,%202025%2003:17%20pm&utm_content=mc_tri_wrap>

The Green Party has a One Click Letter you can use to speak up to elected officials about the need for Greenbelt protection:

	https://gpo.ca/action_campaign/protect-greenbelt/?source=C25.E.PTGA

Action Required - Continue to support and stand up for the Greenbelt particularly as a provincial 10-year Review is pending and due imminently.

6) Bill 17 - The Building Faster and Smarter Act, was so rushed by the government it skipped all consultation and committee hearings. Most municipalities are just now submitting comments and many are passing resolutions against Bill 17 that will gut Green Development Standards, expand undemocratic MZO powers, negatively impact almost every stage of development, planning, and once again cuts essential development charges municipalities depend on to provision growth.

Setting the stage for a dramatic showdown the City of Toronto this week issued a Staff Report claiming that Bill 17 will have no impact on their Green Development Standards while the next day the province issued statements claiming that Toronto’s new mandatory Tier 1 Green Development Standards will be illegal, however the province admitted that the voluntary Tier 2 to 4 will still be permitted:

	https://www.thetrillium.ca/news/municipalities-transit-and-infrastructure/province-parts-of-toronto-green-standard-would-not-be-allowed-bill-17-10830012

What You Can Do - Council Motions - It is impressive to see all of the municipalities that have passed motions against Bill 17 including the City of Guelph and the City of Waterloo. Please ensure that your municipal Councillors speak up too. Examples of motions are in Appendix B) below.

What You Can Do - ERO - Speak Up On the Environmental Registry of Ontario to ensure concerns are part of the public record by June 26th at:

ERO Posting - Regulate Complete Application Requirements

Ontario Climate Caucus Hub on Bill 17 And Green Development Standards:
	https://guides.co/g/ontario-climate-caucus-hub/545494

Action Required - Speak up to preserve essential Official Plans, environmental protection concepts such as the Countryside Line, and help ensure Development Charges actually cover the costs of new development. Ensure that municipalities can implement the Green Development Standards and the better buildings we need to combat Climate Change.

7) Waterloo Region iON LRT - There has been increasing concern and discussion about the future of Waterloo Region’s iON Light Rail Transit Phase 2 expansion to Cambridge. Even as the incredible success of Phase 1 of LRT has been undisputed with high ridership and massive economic development along the route, revitalizing the cores of Waterloo and Kitchener, there are concerns about cost and timelines for the next phases. We need to ensure that our success, sustainability, carbon reduction, and prosperity continues with Phase 2, Phase 3 (East-West across Kitchener) and additional future phases as other cities around the world demonstrate firsthand the necessity and convenience of great rail transit and a highly mobile community.

8) Recent Articles - Include the need for federal climate action, Cambridge boundary expansion, the latest on the completely unnecessary Highway #413, the new Netflix movie about former Toronto Mayor Rob Ford, and the housing crisis is so bad that Waterloo Region only poured 39 foundations last month including just a single house foundation in the City of Waterloo, once again begging the question when is Doug Ford going to start to implement the policies that would actually lead to the needed affordable, sustainable housing in Ontario?:

Action Required - Speak up and help to protect these amazing natural areas in Kitchener.

14) Ontario Empty Bottle Deposit Return System - In his haste to expand alcohol sales across Ontario in corner stores and grocery stores, Doug Ford has failed to ensure that the new locations are required to take back our empty alcohol containers in what was once one of the most successful recycling programs in the world. With Beer Store locations closing across the province, many communities have no place to return their empties and redeem their deposits. Ensure the province does better. Environmental Defence has created a great one-click letter you can use to raise awareness and tell the government to do better:

	https://act.environmentaldefence.ca/page/172226/action/1

Action Required - Speak up, demand that instead of being crippled, the deposit return system should be expanded to all beverage containers as well.

15) Very Troubling Rollback Of Blue Box Recycling In Ontario - In what was originally billed as a major step forward to improve/expand recycling, reduce costs to consumers, and get industry to pay for better material handling is being significantly downgraded by the Ford government. Already significantly behind schedule and over budget, Doug Ford once again proves his government cannot competently deliver any program as major changes will delay recycling targets by five years, greatly reduce what will be collected, cancel expansions, reduce locations served, and absurdly allow materials incinerated to be counted as recycled:

Canada’s National Observer - Ford Government Proposes Major Rollback Of Blue Box Recycling Rules:
	https://www.nationalobserver.com/2025/06/06/news/ford-proposes-rollback-ontario-blue-box-recycling-rules

The Ministry of Environment, Conservation and Parks is proposing to trash more than a decade of progress towards better recycling by allowing producers of packaging waste to walk away from their 2021 commitment to expand recycling to schools, multi-unit residential buildings, and long-term care homes. Speak Up On The ERO - We have until July 4th to submit comments and concerns to the Environmental Registry of Ontario:

	https://ero.ontario.ca/notice/025-0009

Action Required - Don’t let Doug Ford destroy our successful Blue Box Recycling programs that need to be expanded and improved - not cut and reduced. Speak up now for the future you want to see.

16) Ken Seiling Museum Hosts Climate Quest For Kids - A new exhibition to engage youth in climate action will be at the Waterloo Region Ken Seiling Museum this summer. There will be a special event day on July 5th from 10:30am to 4pm if your group would like to get involved. 17) Additional Articles - Includes cautions that nation building isn’t about speed but vision, how the Six Nations battery storage project is a game changer, and reminder that we could have had a lot more renewable energy projects if Doug Ford had not have cancelled so many at great expense six years ago:

H) Recent Media:

Opinion | Ontarians have just lost core democratic protections — and few realize it
Bill 5 lets Premier Doug Ford designate any piece of land in Ontario a “special economic zone.” Inside that zone, Ford and his cabinet can override any provincial law.

Indigenous leaders speak outside of Queens Park on June 4 after Premier Doug Ford’s government passed its controversial Bill 5 to fast-track development of mines and infrastructure. “Until June 4, Ontario had a system designed to ensure no one — not even the premier — was above the law. Our legal frameworks were meant to apply equally. But with Bill 5, that principle is shattered. The premier now has the tools to govern by exception,” write David Crombie, John Sewell, Barbara Hall, Anne Golden and Ken Greenberg.

David Crombie, Barbara Hall and John Sewell are former Mayors of Toronto. Anne Golden was the CEO of the Conference Board of Canada. Ken Greenberg is a renowned urban designer.
Shortly after 4 p.m. on June 4, Ontario took a sharp turn away from democracy. That’s when Bill 5 <https://www.thestar.com/politics/provincial/doug-ford-pushes-through-rapid-development-law-despite-objections-of-first-nations/article_356863ce-8fa1-475c-ae4b-114127a97990.html>, ironically titled the “Protecting Ontario by Unleashing our Economy Act,” became law.

Marketed as a way to protect jobs and respond to Trump <https://www.thestar.com/news/donald-trump/>-era tariffs, this legislation quietly hands Premier Doug Ford <https://www.thestar.com/news/doug-ford/> and his cabinet sweeping new powers. In a paradoxical twist, the premier has adopted elements of the Trump playbook — consolidating power, overriding laws and sidelining oversight — all while claiming to be protecting Ontario from Trump-style politics.

Let’s be clear: no one is claiming that Premier Ford is Trump. But Bill 5 echoes tactics associated with Trumpism — the centralization of authority, the bypassing of laws and norms, and the creation of opaque zones of exception. These are not just procedural changes. They represent a profound shift in how power operates in Ontario.

Most Ontarians likely haven’t heard much about Bill 5 — thanks to slick messaging from the premier’s office. The limited coverage has mostly focused on opposition from First Nations leaders <https://www.thestar.com/politics/provincial/ford-government-denies-bill-to-speed-up-development-will-override-environmental-and-indigenous-concerns/article_dd5ab1a2-8b13-407d-bfce-bb8e9baee56c.html>. But behind that, something more fundamental has changed. Ontarians have just lost core democratic protections — and few realize it.

Here’s what the bill actually does: it lets the premier designate any piece of land in Ontario a “special economic zone.” Inside that zone, Ford and his cabinet can override any provincial law — environmental, labour, planning — you name it. They can then invite businesses to operate on terms they alone define. In effect, cabinet gets to pick which laws apply, to whom and where.

That’s not red tape reduction. That’s rule-of-law suspension.

Ford insists the bill is a necessary economic weapon against U.S. protectionism. He claims that cutting through bureaucracy will boost investment and jobs. But let’s be honest: this isn’t just about economic competitiveness. It’s about centralizing power and removing constraints. And while regulatory systems often need reform, wholesale demolition isn’t the answer. Improving laws is one thing; giving cabinet the power to selectively discard them is something else entirely.

Until June 4, Ontario had a system designed to ensure no one — not even the premier — was above the law. Our legal frameworks were meant to apply equally. But with Bill 5, that principle is shattered. The premier now has the tools to govern by exception.

What could go wrong? Consider this: a politically connected developer wants to build on environmentally sensitive land. Community members oppose it. Laws protect it. But now, the premier can designate it a “special economic zone,” sidestep those laws and green light the project. There is no public appeal. No independent review.

Or worse: suppose the government wants to target an individual or group it disfavours. With Bill 5, it could declare their property a special zone and strip away tenant protections, land use rights, or other safeguards.

Or just as bad: the premier could use Bill 5 to impose his pet projects wherever he pleases — our parks, cottage country, conservation areas, even the Greenbelt.

This is not hypothetical. Ford has a pattern: he instituted “strong mayor” powers <https://www.thestar.com/politics/provincial/doug-ford-extending-strong-mayor-powers-to-169-smaller-municipalities-to-expedite-housing-construction/article_f20ddb16-ae11-4792-8a21-3ee099e9928d.html> that allow mayors to ignore their councils. He routinely uses ministerial zoning orders (MZOs). Just last month, he signalled interest in allowing ministers to override provincial planning laws at will.

With each move, checks and balances are chipped away. Trust us, they say — we won’t misuse these powers. But democracy doesn’t rely on trusting the people in power. It relies on limits to power — on clear rules, transparent processes and institutions strong enough to say no.

No premier — however popular or persuasive — should be allowed to choose which laws apply and to whom. Because once the precedent is set, it will outlast the government that set it.

Ontarians who care about democracy can’t afford to stay silent. If we don’t speak up now, we may not have the tools to do so later.

Doug Ford is not Donald Trump. But in adopting some of the same governing tactics — concentrating power, circumventing laws and undermining public protections — he is veering into dangerous territory.

Ontario doesn’t need a strongman to stand up to Trump. It needs strong democratic institutions. Bill 5 is a giant step in the wrong direction and must be repealed. Let’s not pretend otherwise.
