We held off sending this update since Doug Ford has a history of making devastating announcements late on the final day before holiday weekends.  The Ford government has met, or perhaps exceeded all expectations with the introduction of horrific Bill 5, The Protect Ontario by Unleashing Our Economy Act, 2025 aka the Special Economic Zones Act on Thursday just before Good Friday of the Easter Holiday weekend.  

There is also breaking news from the New York Times on the Ontario Place Therme Spa scandal, breaking news on the Greenbelt Scandal as key lobbyists are banned from Queens Park as the provincial legislature finally resumed after many months recess, EV plant layoffs and tariffs are again are calling into question any future prospects for the Wilmot mega-industrial site, updates on the Federal election, a new integrity commissioner has been finally announced, and more!

0000) Breaking News - Ontario Announces Bill 5, the “Protect Ontario By Unleashing Our Economy Act" - Just before the holiday long weekend as usual, the Ford government introduced perhaps its most horrific bill yet the Protect Ontario By Unleashing Our Economy Act, 2025.  This draconian new legislation will give the provincial government sweeping powers to designate special zones where existing laws and environmental protections can be overridden with little due process to enable immediate development.

Special Economic Zones (SEZs) could vary significantly in size, from a small parcel of land to a large area.  Within the SEZ, the Lieutenant Governor can enact regulations to override existing municipal and provincial rules including exemptions from environmental assessments, zoning laws, and species at risk protections - expediting development but greatly reducing transparency and public accountability.

Ecojustice is calling these new SEZ areas “law free zones” that slash oversight, silences local voices, and opens the floodgates to unchecked mining and industrial development.

Even more troubling this proposed Act includes the ability to designate “trusted proponents” and special projects that fit unknown criteria developed by Cabinet and there are extensive provisions to block court actions and prevent any opposition to these new powers.

“Features" include:
	- public consultation requirements are reduced or eliminated - decreasing accountability and transparency while reducing or ignoring indigenous consultation requirements, and curtailing public engagement,
	- environmental assessments may be bypassed - increasing risks to ecosystems and endangered species,
	- power is concentrated at the provincial executive level - weakening and removing oversight mechanisms and local involvement.

Potential SEZ locations in Ontario include:
	- The Ring Of Fire - a mineral rich area in pristine far northern Ontario,
	- Highway 401 Corridor - including the absurd proposed traffic tunnel under the 401 and other major infrastructure,
	- Resource-Rich Regions - any place wanted for mining, aggregates, or minerals,
	- Ontario Place - already it appears Ontario Place will be declared an SEZ to override protections and facilitate development.
	- The York1 Landfill in Chatham-Kent - it also appears that all environmental assessments the government ordered last year for this landfill expansion will be overridden,
	- Strategic Industrial Sites - areas with potential for advanced manufacturing or logistics hubs.

This final point could have far-reaching implications for the Wilmot mega-industrial land assembly where this new Bill 5 could be used to override local governments, local laws, environmental protections, public consultation, indigenous engagement, and any sort of transparency to immediately enable rapid development without any oversight, safeguards, or regards to negative community, agricultural, and environmental impacts.

000) Breaking News - Provincial Greenbelt’s Mr. X Banned From Lobbying For Two Years - The Toronto Star and Queens Park press is reporting that John Mutton, the former Clarington Mayor better known as “Mr. X” from Auditor General investigations into the provincial Greenbelt scandal has been banned from lobbying for two years.  It appears that Mr. X collected fees of over $875,000 through his dubious activities to illegally influence the provincial government and secure Greenbelt land removals.

Several other consultants, planners, and ex-government employees are also facing penalties including an ongoing probe into Amin Massoudi, the Premier’s former Principal Secretary and close friend.  This is in addition to the RCMP probe of the entire Greenbelt Scandal which is still ongoing:

00) Breaking News - More Greenbelt Scandal Continues - The Information and Privacy Commissioner has ordered former Ford government staffer Ryan Amato to hand over any Greenbelt e-mails in his personal Gmail account or face consequences.  This is an astonishing order from the IPC and its investigation into the Greenbelt scandal.  

Ryan Amato has until June 11th to provide the e-mails or an affidavit attesting that none exist.  

Kudos to the Toronto Star and the IPC for this detailed Greenbelt investigation that has many parallels to the numerous investigations currently underway regarding the Wilmot mega-industrial land assembly.

0) Breaking News - Ontario Place And The Dubious Therme Spa - The New York Times has just released an extensive article (free link below) calling out the absurdities of the Ontario Place redevelopment scheme and how the Therme Spa company with equity of just $1 million duped the Ford government to agree to spend hundreds of millions of taxpayer dollars on the destruction and renovation of Ontario Place with no proper oversight, bypassing proper planning processes, and seemingly being duped by misleading claims and posing as another more reputable company - even going so far as to copy their name and logo to fool the Ontario government.

These are astonishing revelations that have parallels to the absurd proposed mega-industrial site in Wilmot that still hasn’t had a single public meeting, has similarly been bound by a secret NDA, has had no studies, no research reports, or financial costing either and much like Ontario Place is against the greater public good for the benefit of a few well connected developers.

1) Ontario Legislature Resumes With Concerning Agenda - After months of recess and a provincial election, the Ontario Legislature resumed this week with an alarming throne speech that simply repackaged the same failed government programs to reduce environmental protections, build highways, build fossil gas plants, and force urban sprawl as solutions for US aggression similar to how they were supposedly Covid pandemic and housing crisis solutions.

2) Wilmot Mega-Industrial Land Assembly - The Region of Waterloo and Province confoundingly continue to push ahead with their attempts to force Wilmot farmers and landowners off their land as Trump’s tariffs and war against EV’s continues to devastate the global economy and make it extremely unlikely that any company is going to spend billions of dollars building an massive EV battery gigafactory here in Waterloo Region anytime in the foreseeable future.

At a moment when reducing our dependence on American energy imports has never been more important, the Doug Ford government is making our dependence even worse.

Over the last eight years, Ontario has significantly increased the use of American gas to generate electricity, and the Ford government plans to burn even more in the years to come.

Today, more than 70 per cent of the fossil gas consumed in Ontario comes from the U.S. And Enbridge announced that gas prices will soon surge. <https://www.thestar.com/news/ontario/enbridge-says-our-natural-gas-bills-are-about-to-increase-heres-what-the-large-hike/article_6f6d07e0-f86f-11ef-be55-efb248cb28a8.html> If ever there was a huge potential win-win, it is by reducing our demand for this polluting fossil fuel (most of which is extra-polluting fracked gas), and creating jobs in Ontario by investing in low-cost, zero-carbon energy solutions.

Unfortunately, the Ford government is still planning to build new gas plants and ramp up our use of polluting gas power by more than 500 per cent by 2030.

To make matters even worse, the Ontario premier is also planning to build four new nuclear reactors at Darlington, east of Oshawa. These will require us to import enriched uranium from the U.S., a supply that President Donald Trump could cut off with a stroke of a pen.

It is time for Premier Ford to rip up the GE-Hitachi nuclear deal and invest in made-in-Canada renewable energy to reduce our dependence on American energy imports and create jobs.

Here is how Premier Ford can protect Ontario and Canada:

Instead of building new gas plants, let’s triple our made-in-Ontario solar and wind power combined with batteries and other storage options. This will reduce costs, air pollution in our communities and climate damage. No new gas plants should be built anywhere in Ontario.
Let’s harness the powerful, steady winds that blow across our Great Lakes by leading the way on building offshore wind capacity. Offshore wind could supply all the electricity we need from a tiny footprint in our Great Lakes. It’s time to rescind the completely political moratorium on Great Lakes offshore wind power.
Let’s work with Manitoba, Quebec, Newfoundland and Labrador and Nova Scotia to expand our east-west electricity grid to increase our ability to use made-in-Canada water, wind (onshore and offshore) and solar power to keep our lights on instead of exporting it to the U.S. Upgrading our interprovincial transmission links will also enhance our ability to use Manitoba’s and Quebec’s hydroelectric reservoirs to act like giant batteries for our variable wind and solar power. It just makes sense to work with our renewable energy-rich neighbours to remove interprovincial trade barriers and lower our energy costs instead of remaining reliant on dirty U.S. gas.
Let’s help Ontario residents get off gas by supporting the installation of heat pumps. Right now, the province’s incentives for installing air-source heat pumps in gas-heated homes (up to $2,000) are much lower than for homes reliant on electric heat (up to $7,500). Let’s give everyone the same opportunity to benefit from this great gas-free technology by levelling incentives for air-source heat pumps in gas-heated homes to $7,500. In addition, Premier Ford should direct our electric utilities (e.g., Alectra, Hydro One) to provide no money down, zero-interest, on-bill financing for the purchase of heat pumps.
We simply can’t lose by reducing our dependence on American fossil gas and nuclear technology. In doing so, we can protect Canada’s sovereignty, create jobs, reduce our energy bills, improve air quality and help to safeguard our climate.

Throne Speech Attempts Re-Brand of Failed Housing, Environmental and Energy Policies

Toronto | Traditional territories of the Mississaugas of the Credit, the Anishinaabeg, the Haudenosaunee, and the Wendat – Today’s throne speech was another astounding example of the Ontario government attempting to re-package the same set of counter-productive, environmentally destructive policy concessions to well-connected “friends” as a response to the crisis of the day.

First we were told they were a response to the COVID pandemic. Then they were presented as a response to the housing shortage: the result is that housing starts are in free-fall, worse than anywhere else in Canada. Now, we’re being told that further weakening flood protections, conservation laws and endangered species safeguards—while subsidizing sprawl, blocking density and spending vast sums of public money on highway projects—will somehow protect us against U.S. aggression.

The truth is, U.S. economic force and the need for Canada’s urgent decoupling weaken the already shaky case for more sprawl, new fossil gas plants and weaker environmental, health and safety protections.

Ontario’s radically different—and uncertain—circumstances strengthen the case for a public policy U-turn. Ontario needs law reforms that shift construction and municipal plans away from sprawl to mid-rise, infill family-sized homes that will be reliably viable to build in tough, uncertain times.

Ontario must focus on made-in-Ontario renewable electricity, instead of relying on U.S. fracked gas and fossil gas plants or costly, slow-to-build nuclear power plants. The commitment to champion pipelines in all directions is laughable, and will do nothing to protect Ontario from U.S. aggression.

Ontario needs rules that prioritize our food security by protecting what remains of Canada’s best farmland, rather than it for sprawl subdivisions and Amazon warehouses. Ontario must invest in improvements to public transit service and infrastructure that deliver quick results and lower costs for families, rather than expensive, slow-moving highway schemes.
