[All] Bill 185 Extended Deadline - Friday, May 24th, Wilmot Farm Land Protest in Elmira, Troubling New Boundary Expansions and more!

Good Day,

Today (Friday May 24th) is the deadline for the surprise Bill 185 extension to offer more feedback and amendments to the Standing Committee.  As well, it was fantastic to see such as successful protest at MPP Mike Harris’ office on Thursday afternoon.  Here’s the latest:

1) Bill 185 Reminder for Final Submissions - Today, Friday, May 24th is the extended deadline for suggested amendments and comments on Bill 185 - The wrongly named Cutting Red Tape To Build More Homes Act with very troubling schedules to remove citizen’s rights to appeal at the OLT and remove Regional Planning Authority from upper-tier regions that could negatively impact all of our Waterloo Regional environmental protections such as our Countryside Line that we have counted on since not receiving any Greenbelt protection from the province almost 20 years ago.

While the Environmental Registry (ERO) is officially closed, we can e-mail the Standing Committee on Finance and Heritage directly to encourage them to adopt amendments to ensure that Waterloo Region can retain Planning Authority and our visionary Regional Official Plan:

We need to ensure that Planning Authority is retained by the Region of Waterloo to ensure that our regional environmental protections continue to protect our water, farmland, and ecological areas. This could happen through amendments that could see Waterloo Region separated from other upper-tier regions losing Planning Authority and see a compromise for Waterloo Region that would retain Planning Authority and our visionary, sustainable Regional Official Plan but see a Delegated Approval Authority given to our lower-tier municipalities to allow them to do their own development approvals and planning provided that it is in conformity with the overall Regional Official Plan.  

This could give our municipalities more independence and faster approvals while still ensuring a common regional vision and efficient co-ordination of resources through the expertise and decades of experience of the Region of Waterloo.  It would also help to ensure that all of our Regional environmental protections continue to be overseen by the Region and continue to protect our lands and resources.

On Wednesday, May 29th at 9:00am the Standing Committee will begin a line by line reading of Bill 185 where we hope the Conservatives, NDP, Liberal, and Green Parties will hopefully introduce the needed amendments and changes on Regional Planning Authority, Third Party Appeals at the OLT, and urban settlement area boundaries.

Kudos to the 65 organizations and 785 citizens who signed onto the Alliance for a Liveable Ontario (ALO) letter on Bill 185 and the PPS, the 150+ people who sent letters through the GREN automated Bill 185 letter tool, the dozens of groups who signed onto the GREN Bill 185 letter specifically expressing concerns about the loss of Planning Authority, as well as the many other organizations such as the Ontario Headwaters Institute who also submitted excellent letters to the provincial government.

Actions Needed on Bill 185:
	
	- Please write the Standing Committee as soon as possible at planningconsultation at ontario.ca <mailto:planningconsultation at ontario.ca> and ask that:
		- Planning Authority be retained by the Region of Waterloo, and our Regional Official Plan remain intact to best protect and co-ordinate our growth, water, and infrastructure,
		- The OLT should be required to permit third party appeals,
		- Changes to Settlement Area Boundaries should not be permitted outside of regular municipal comprehensive review periods.


2) Wilmot Industrial Mega-Site Farm Land Assembly - It continues to be impressive that so many lawn signs are going up in Wilmot Township and across Waterloo Region!  There are now more than 2,100 lawn signs around our communities stating firsthand that we are unwilling to host this secret mega-industrial site and additional massive development!  It was also fantastic to see two great delegations allowed by Regional Council on Wednesday evening.  Kudo’s to Krista Straus and fifth-generation farmer Stewart Snyder for challenging Regional Councillors to visit this farmland firsthand and making it clear that we are unwilling!

Provincial  Liberal Leader To Visit Saturday - Liberal Leader Bonnie Crombie is coming to Wilmot this weekend to meet with some of the impacted farmers and landowners firsthand as well as to tour the farmland proposed to be destroyed for this absurd industrial mega-site.  We’ll keep you posted on how her tour goes as well as plans for Bonnie to return in the weeks ahead for additional meetings and events.

Volunteers Needed - Lawn Sign Canvassing and Distribution on Saturday - Lawn signs are one of the most impactful ways of showing firsthand our unwilling community, so this coming Saturday (tomorrow - May 25th from 11:00am to 1:00pm) we are looking for volunteers to help with door-to-door canvassing in local Wilmot communities.  We plan to form several teams of a few people each to knock on doors and seek support for area farmers in the Fight For Farmland by putting a sign on their lawn.  The community support recently has been incredible! 3) Wilmot Farm Land Assembly Protest at MPP Mike Harris Jr’s Office - After trying for weeks to meet with MPP Mike Harris Jr regarding the Wilmot Farm Land Assembly situation, the Zion United Church in New Hamburg organized a protest yesterday at Mike Harris’ Office in downtown Elmira against this proposed farmland destruction and the lack of response from MPP Harris for a meeting.  It was fantastic to see dozens of people out protesting with signs, banners, and so much support from passing motorists.

8) Norfolk County Settlement Boundary Expansions - It has been extremely concerning to see Norfolk County pushing through massive settlement boundary expansions for thousands of new homes despite the protests of citizens and community groups.  It looks like the County is taking a really unusual tactic of a “willing host for growth” to approve boundary changes after the fact.  It also seems the provincial government is bypassing and blindsiding local MPP Bobbi Ann Brady in the effort to force this destruction of hundreds of acres of farmland - some of it far from existing settlement boundaries and not even contiguous to other development.  Please help speak up and support area organizations:

13) Bill 165 - Keeping Energy Costs Down Act - Bill 165 has now been rammed through the Legislature and approved by the provincial government despite widespread concerns about forcing citizens across the province to subsidize the expansion of natural gas (methane gas) at a time that we need to be reducing - not expanding fossil fuels. 14) GRCA Scholarships - Apply for scholarships through the Grand River Conservation Foundation.  Post-secondary students who are planning a career in an environmental field may be eligible to apply for one of two scholarships offered by the Grand River Conservation Foundation (GRCF).  The two scholarships, each worth $4,000, will support students attending a Grand River watershed university or college and are enrolled in programs that focus on environmental science, resource management or engineering.
The SC Johnson Environmental Scholarship will support a full-time student who has completed their third year or sixth semester of an honours program at a university or college in the Grand River watershed (Waterloo, Guelph, Wilfrid Laurier) or second year of engineering at Conestoga College. The scholarship is funded by SC Johnson & Son Limited of Brantford, a long-time GRCF supporter.

The Allan Holmes Scholarship will support a graduate-level student focused on applied research in the field of resource management. The scholarship was developed in honour of Allan Holmes, who served as CAO of the Grand River Conservation Authority from 1991 to 2000. Applicants must be registered at a university within the Grand River watershed. Eligible fields of study could include environmental science, engineering, emerging technologies, governance and/or education.
