Here’s the latest news with 5 big stories/issues simultaneously this week:

1) Hamilton Votes 16-0 To Reject Minister Calandra’s Boundary Expansions - In a tremendous victory for the citizens of Hamilton, Hamilton Council voted 16-0 to reject the provincial Forced Boundary Expansions that destroyed its visionary and sustainable Official Plan.  Their Official Plan will now be restored intact and can proceed with no boundary expansions and see thousands of acres of local farmland protected.  Kudos to the people and organizations in Hamilton that worked so hard for years to see this visionary plan developed, approved, and now restored.  One local Councillor said that he had recently received over 750 e-mails in support of of their sustainable plan.


2) Forced Urban Boundary Reversal Reversals - Many local municipalities have Staff Reports coming forward this week and next week in advance of the December 7th deadline to respond to Minister Calandra’s November 2nd letter offering disturbing unilateral decision-making powers to area Mayors to singlehandedly determine the future land needs of their community for decades to come.  Thankfully, many Mayors have sought Staff advice and plan to bring information before their Council though lower-tier municipalities don’t have Planning Authority for upper-tier land use plans (Regional Official Plans) or land needs assessment (LNA) expertise, nor do they have the broader regional perspective considering water sources, sewage capacities, road/transportation networks, hospital, and other significant considerations that need to be taken into account when planning growth over vast areas and timelines.

None of our Mayors or municipalities should be complicit in further the provincial developer scandals when the province still can’t even explain how these parcels were chosen and RCMP investigations are continuing.  We need to ensure that our municipalities avoid this provincial corruption, approve our Official Plans intact, and use proper planning processes over the years ahead to determine any additional land needs. 

All our municipalities have already demonstrated they can meet their housing targets with existing land approvals and we still have decades of additional land supply already approved beyond that.  There is no urgency or need to bypass proper planning to further the corruption of this scandal-ridden provincial government.

The status of area municipalities that we are aware of are as follows:

	City of Waterloo - has unanimously passed a fantastic motion raising concerns about the Minister’s approach and expressing strong support to see our Regional Official Plan proceed intact.  This motion (attached below) is a fantastic model for other municipalities across Ontario to adopt.

	Woolwich Township - presented a Staff Report on Tuesday disappointingly recommending the Township join in the provincial corruption and ask for all forced boundary expansions to be made permanent - destroying thousands of acres of farmland surrounding Elmira, St. Jacobs, and Breslau.  Developers were out in force at the Council meeting but thankfully so were citizens and community groups with excellent delegations.  Three Councillors expressed serious concerns about the forced boundary expansions and stated they would vote against the Staff Report, the Mayor was undecided and deferred her decision committing to return with a letter to the Minister by December 5th.  We need to continue to send a strong message to Woolwich Township to approve our ROP intact and reject these Forced Boundary Expansions like Hamilton and the City of Waterloo.

	Wilmot Township - we believe has a Staff Report coming out later this week for presentation to Wilmot Council on Monday, November 27th.

	Cambridge - we believe has a Staff Report coming soon.

	Kitchener - we believe that Mayor Berry Vrbanovic will be bringing a motion he has drafted before Council prior to December 7th.

	North Dumfries Township - we believe has a Staff Report coming soon.

	Wellesley Township - unknown.

	Wellington County and Local Townships - unknown.

3) Community Report On Forced Boundary Expansions - The Grand River Environmental Network, Waterloo Federation of Agriculture, and expert planner Kevin Eby have jointly drafted a detailed submission to local municipalities with data and information expressing serious concerns about the provincial Forced Boundary Expansions and urging local Councils to strongly support our Regional Official Plan (ROPA 6) intact instead.

“There is no legitimate need or justification for local mayors to support the province in repackaging a tainted process by requesting that urban boundary expansions previously imposed by the Minister through modification to ROPA 6 be reinstated.  To do so without broad consultation is the antithesis of the good planning processes this region is known for…  There is no Provincial policy basis that requires or even supports Ministerial modifications to ROPA 6…"

4) GRCA To Terminate Nature Education Centres - The Grand River Conservation Authority's (GRCA) alarming decision to cut and end the Nature Centre programs used by area school boards to introduce thousands of children each year to nature has been changed from January to this Friday (tomorrow).  We all need to speak up and help to find potential sources of funding to keep these essential programs running.  Both local municipalities and businesses could be potential sponsors.  Please start to talk to potential funders, contact local politicians (in particular GRCA Board Members such as Jim Erb, Colleen James, Sandy Shantz, Natasha Salonen, Kari Williams, Sue Foxton, Pam Wolf, and Doug Craig - contact information at the bottom of this e-mail) and raise the importance of outdoor education for youth:

5) Wilmot Mayor Advocates For Bill 23 and Attacks Regional Government - Wilmot Mayor Natasha Salonen created shock and astonishment with a surprise motion announced in this week’s Waterloo Regional Council Package and that was then hastily withdrawn later in the day.  Seldom has such a contentious motion that advocated for the removal of Planning Authority from the Region of Waterloo along with the immediate approval and proclaimation of Bill 23 been seen in the history of the Region.  

The motion would have pitted Mayors, Councillors and municipalities against each other and threatened decades of collaboration and cooperation at the Region.  Tens of thousands of citizens have been protesting Bill 23 for over a year now and the Mayor was certainly not representing the citizens of Wilmot Township when so many citizens and organizations have raised grave concerns against this awful Bill that decimates our planning system and attacks democracy along with the systems and processes that have guided our communities to their current success.

Kudos to groups such as Hold The Line Waterloo Region who quickly rallied to raise awareness and create Council submissions against this astonishingly destructive motion that was an unprecedented attack on our Regional government from a local Mayor.  Kudos also to City of Waterloo Mayor Dorothy McCabe and other politicians who spoke up in support of our concerns and the successful legacy of decades of collaborative planning success between our municipalities knowing that we are stronger together:

6) Community Organizations File Freedom of Information Requests - Five local community groups (Keep the Greenbelt Promise, the Grand River Environmental Network, Hold the Line Waterloo Region, Waterloo Region Yes In My Backyard, and 50x30 Waterloo Region) have taken the unprecedented step of filing Freedom of Information (FOI) requests with the City of Kitchener, Township of Wilmot, and Region of Waterloo to identify if undue pressure on municipal leaders from developers and speculators could result in the breaching of the Countryside Line urban growth boundary and the unnecessary consumption of land reserves intended to last for generations.  

The Ministry of Municipal Affairs and Housing (MMAH) has downloaded the decision of wether to amend our Regional Official Plan with Forced Boundary Expansions to area Mayors.  This has put Mayors and Councils under considerable pressure from developers whose rural properties increased in value by hundreds of millions of dollars when changed from undevelopable farmland on April 10th to potential sprawling suburbs on April 11th, 2023.  This tainted process undermines proper planning and land use decisions by the provincial government and are the subject of investigations by the RCMP, Auditor General and Integrity Commissioner.  Growth decisions are too important to be made behind closed doors, without due process, expert staff input, or public consultation.

7) Give Two Hoots - Greenbelt ERO Submissions Deadline November 30th - While Premier Doug Ford doesn’t think people give “Two Hoots” about the Greenbelt, and is only scheduling one hour of hearings for Bill 136 with no public delegations allowed, Greenbelt Promise is hoping to get thousands of people to respond to the Environmental Registry of Ontario (ERO) calling for full and permanent protection of the Ontario’s Greenbelt.  November 30th is the deadline for submissions on this Bill 136 ERO so help spread the word and ensure that we have as many voices as possible speaking up for the full protection of the Greenbelt. Key points to emphasize on Bill 136, the Greenbelt Statute Law Amendment Act include:

	- legislating that the 10 year Greenbelt Reviews can only add lands to the Greenbelt with no land removals or land swaps,
	- ensure meaningful First Nations consultation,
	- prohibit “Pay to Slay” that enables habitat destruction of species at risk in the Greenbelt,
	- prohibit the licensing of new aggregate extraction permits in the Greenbelt,
	- protect all Prime Agricultural lands in the Greenbelt through Conservation Easements,
	- end the grandfathering of previous zoning for development applications within the Greenbelt.

16) Two Hoots - We found out that the government has scheduled only one hour of Bill 136 hearings, and will not be allowing deputations from the public. The NDP asked about this in the legislature on Monday.. Premier Doug Ford said the people “don’t give two hoots” about Bill 136. Here is the transcript: 
Land use planning

Ms. Sandy Shaw: This government is planning to allow only one hour of committee hearings to discuss Bill 136, Greenbelt Statute Law Amendment Act. The Minister of Municipal Affairs and Housing intends to use up that entire hour.

Ontarians are rightfully outraged by this government’s actions on the greenbelt, so why are you blocking the public from being heard?

The Speaker (Hon. Ted Arnott): Government House leader.

Hon. Paul Calandra: I don’t know, Speaker, I think I’m a pretty entertaining guy when I get up there. I think I add value to the hearings. I think that the members opposite would want to hear from cabinet ministers. In fact, it was this government that made it mandatory for cabinet ministers to actually appear before committees to defend their bills. I want to thank the Premier for insisting that we do that.

When it comes to the Greenbelt Statute Law Amendment Act, we’ve made it clear. We made a public-policy decision that wasn’t supported by the people of the province of Ontario. The opposition, I assume, was going to vote in favour of that repeal. At the same time, it is still on the environmental registry for a 30-day consultation from people and from Indigenous communities.

There is ample opportunity for the public to participate and to have their say. That will all be framed as part of the committee hearings before this House votes on third reading.

The Speaker (Hon. Ted Arnott): Supplementary question.

Ms. Sandy Shaw: Do you know what? In Ontario, we’ve heard enough from cabinet ministers. We need to hear from the public. That’s what we need in this province.

The second biggest parts of land removed from the greenbelt was located in Hamilton. The Integrity Commissioner reported details about how favoured greenbelt developers in Hamilton received preferential treatment from this government. The Premier repeatedly called one of these speculators, and the PC Party fundraising Chair sold this speculator tickets to the Premier daughter’s stag and doe.

Why is the government blocking the public from participating in the Bill 136 hearings? Is it possibly to avoid accountability for preferential treatment of the Premier’s special greenbelt friends?

The Speaker (Hon. Ted Arnott): Premier.

Hon. Doug Ford: To answer the opposition’s question, she said, “We need to hear from the public.” Do you know why you aren’t hearing from the public? They don’t give two hoots about that.

I’ll tell you what they care about. They care about their interest rates going up. They care about affordable homes that they block every single vote we have that makes things easier--and more affordable homes. They worry about the next year or two when their interest rates get jacked up. All of a sudden, they’re paying three, four, or $5,000 more a month. That’s what they care about. The number one issue on every poll: independent, other polls, is number one—bar none—is making sure their gas is affordable, hoping that the federal government will take the 14 cents of the carbon tax off the litre of gas. They care about having affordable groceries. They care about having affordable homes.

Second, in any poll, it’s the economy, making sure that they have a stable job to ensure that they have an income to buy that house—
