Good Day,
Once again it has been an extremely busy week with lots of new media coverage, webinars, announcements, and events across our watershed as the reality of the devastating impacts of the proposed prime farmland severances are increasingly realized along with the Premier calling the Greenbelt “a big scam”:
1) Farmland Severances - OFA and 13 Farm Organizations Oppose Severances - The Ontario Federation of Agriculture (OFA) and the majority of Ontario farming organizations have made it clear in a very strongly worded statement that they do not support Schedule 6 of Bill 97 and the changes to the PPS that will cause the loss of farmland - particularly on such a massive scale:

It is impressive to see all Ontario farm organizations uniting and demanding that the Ford government back down.
2) Farmland Severances - OFT - The Ontario Farmland Trust has similarly come out strongly opposed to Bill 97 and the PPS changes - in particular the three severances that would now be permitted on every rural property. They held an excellent webinar attended by hundreds of people on May 17th that should be mandatory viewing for every Ontario citizen. 3) Rural Severances - Ontario Nature - It isn’t just farm organizations that are extremely concerned - Ontario Nature has issued an Action Alert against Ford’s proposed policies that will accelerate urban sprawl and farmland loss that allows you to easily send your comments to elected officials. 4) Farmland Severances - ALO - The Alliance for a Liveable Ontario has also just released a detailed report and media release that describes these severances and other proposed changes as a “Fatal Blow to Agriculture in Ontario.” These are excellent materials to circulate to local media in each of our communities. 5) Green Party Announces New Greenbelt Bills - On Wednesday morning, Green Party Leader Mike Schreiner announced three new Bills to be introduced in the legislature aimed at protecting the Greenbelt for generations to come:
a) No More Highways in the Greenbelt Act, 2023 - prohibits the construction of any new highways in the Greenbelt,
b) No More Pits or Quarries in the Greenbelt Act, 2023 - prohibits the expansion of construction of any new or or existing pits or quarries in the Greenbelt,
c) Hands off the Greenbelt Act, 2023 - would restrict the government from removing land from the Greenbelt - retroactively back to 2022.

6) Region of Waterloo Staff Report on Bill 97 and PPS - The Region of Waterloo recently tabled a Staff Report for approval by Regional Council about the devastating impacts of the proposed farmland severances, concerning changes on population forecasting, allowing settlement area expansions anytime, eliminating mandatory targets for intensification, and many other troubling proposed provincial changes. Council then actually refused to approve the Staff Report and instead directed staff to strengthen the wording and make clearer their opposition/concerns about these provincial proposals. It is anticipated that the updated, more strongly worded Waterloo Region Staff Report will be released any day now.

8) Environmental Defence Billboards - New billboards are appearing in the Premier’s riding of Etobicoke and elsewhere in the GTA calling out Doug Ford for breaking his Greenbelt Promise. It is great to see these giant billboards reinforcing the messaging of our lawn signs. A photo of one near Doug Ford’s house is attached below. Perhaps we should be considering similar tactics featuring our local Conservative MPPs such as Mike Harris Jr., Jess Dixon, and Will Bouma.

In an absolutely astonishing performance you should listen to the disinformation and outright misinformation purposely being spouted by the Premier when questioned by reporters in this Global News clip - It must be noted that previous Premier Kathleen Wynne refused more than 725 take-out requests for the Greenbelt and the 17 adjustments that were permitted to the Greenbelt were small mapping corrections, errors being corrected and other minor adjustments of usually less than a few acres - contrasting Ford’s destruction of thousands of acres of Greenbelt lands, contrary to his claims his government is encouraging the destruction of wetlands, and the supposed 2,000 acres of Urban River Valley lands Ford plans to add to Greenbelt were already protected, owned by the government, and facing no development pressures but it certainly isn’t what he tries to convey in this clip that is so misleading it would make Donald Trump proud:

10) NVEB Calls Out Mike Harris Jr. Again! - Continuing the theme of government misinformation and outright lies by politicians, kudos to the Nith Valley Ecoboosters for once again calling out Kitchener-Conestoga MPP Mike Harris Jr. One would think after all the media coverage of Mike Harris not responding to the Ecoboosters for more than 11 weeks earlier this year that he would have learned not to ignore them, but once again more than 7 weeks has elapsed with no response to their questions about Bill 23. The Ecoboosters has written Letters to the Editor (attached below) that were published in both the Woolwich Observer and Wilmot-Tavistock Gazette and finally gotten a response.
While MPP Harris couldn’t be bothered to respond himself at least a staff person responded with a form-like letter than avoided the questions and provided little information.
Congratulations to NVEB for calling out Mike Harris Jr. again and his continuing lack of response to his own concerned constituents and community groups! We need to be holding all MPP’s to account for their actions or lack of actions. Speak up about what is happening in your community.

12) Hamilton Boundary Expansion Planning Process - The City of Hamilton has begun the Secondary Planning Process for the farm lands the province has ordered be destroyed overriding their Official Plan. The City is hoping that by leading the process itself and developing the policy framework , phasing, and timing they can shape the future of this new and unnecessary urban sprawl. 14) Speak Up on the ERO Submissions - We need to be speaking up very loudly and protesting these proposed changes to planning, our communities, and precious farmland. There is still an important open comment period on the recent announcement of changes to the Provincial Policy Statement. You don’t need to be an expert and you don’t need to submit a lengthy submission in order to comment - even just a few words of concern is enough to send a message that you are not supportive of these provincial changes and policies:

B) Ontario Farmland Trust Webinar on Farm Severances - Illustrations from Dr. Wayne Caldwell and Dr. Pam Duesling of Proposed Farm Severance Impacts:
1) Typical Farm with one farm house in the past and now two ARUs (Additional Residential Units) as well as now three severances, each allowing now three houses per severance.

2) Typical County Concession with the average of 14 rural properties per 1,000 acres showing the new additional three severances proposed with three housing units allowed on each - now creating 46 properties in this 1,000 acre concession. However, these 46 properties can have 3 homes each for 138 homes now per concession. Figure an average of 2.8 people per house and it is now close to 400 people living in each concession with tremendous implications for schools, services, transportation, rural hospitals, hydro usage, etc.

Middlesex County alone figures that 21,000 new lots could be created in their County alone.
3) Map of Middlesex County showing these 21,000 new lots in red even if restricted to only 1 acre in size. The implications are staggering - particularly to farming and our ability to grow food.

H) Nith Valley Ecoboosters Letter to the Editor
Nith Valley Ecoboosters letter published last week in the Woolwich Observer and the Wilmot-Tavistock Gazette:
MPP Mike Harris fails to deliver!
On March 3rd the Nith Valley EcoBoosters met with MPP Mike Harris to express our concerns about Bill 23. MPP Harris felt it was inaccurate to simply state that Bill 23 decreases developer fees so we asked him the following questions:
(1) What developer fees are changing as a result of Bill 23? What are the specific changes?
(2) What fees are not changing?
We were informed that we would receive the answers to our questions by March 17th and we looked forward to using the answers to help correct any misunderstandings about this issue in the community.
Unfortunately, 7 weeks later, we still have not received any answers. MPP Harris’s office is blaming the delay in responding on the Ministry of Municipal Affairs and Housing.
Are we left to assume that perhaps they simply do not wish to confirm the bad news that Bill 23 is in fact reducing all developer fees? This will result in a significant loss of revenue and negatively impact Waterloo Region's ability to provide the services necessary to support growth over the long term.
