Good Day,

Here’s an update this week on Bill 23, the Greenbelt attacks, and Regional Planning destruction:

1) Federal Government Steps Up With Greenbelt Study Announcement - it was fantastic this week to see Federal Environment Minister Steven Guilbeault announce a study of development around the Rouge National Park including the Duffins Rouge Agricultural Preserve and other Greenbelt Areas. This federal intervention could prevent the development of areas that Doug Ford has been pushing for. It was impressive to see the strong wording that Minister Guilbeault used against the actions of the provincial government.

An excellent article by the Simcoe County Greenbelt Coalition with very strong wording against their Conservative MPs for endorsing Greenbelt destruction:

We need to be supporting and thanking Liberal MP’s for taking this bold and unusual move. Please reach out to area Liberals such as Waterloo MP Bardish Chagger, Kitchener-Conestoga MP Tim Louis, Guelph MP Lloyd Longfield, and other area MPs with gratitude.

2) Waterloo Regional Official Plan Rally April 2, 2023 - Join us on Sunday, April 2nd from 2pm to 3pm at our next rally event against forced urban boundary expansion and the development of farmland and natural spaces. The Waterloo Regional Official Plan (along with other Official Plans such as Wellington County’s Official Plan) are currently awaiting approval from Minister of Municipal Affairs and Housing Steve Clark. A decision could come at anytime potentially forcing thousands of acres of unwanted sprawl similar to what the province has done to the Halton Region and City of Hamilton Official Plans.

Waterloo MPP Catherine Fife and Green Party Leader Mike Schreiner are confirmed as speakers. We want to draw attention to reports showing we already have sufficient lands for twice as many housing units as the province requires under Bill 23 and that Greenbelt land removals as well as forced urban boundary expansions are totally unnecessary.

Please let either Mike or Kevin know if you are able to help Lyndsay Dajka and the Rally Committee with the organizing of this event as we need volunteers to help at a welcome table and as marshalls. We hope that you can join us for a fun-filled hour and help send a strong message on April 2nd! Learn more at the official Facebook page:

	https://www.facebook.com/events/167796549418015 <https://www.facebook.com/events/167796549418015>

More details including a rally poster and social media materials are attached below. Be creative with any signs you would like to make, bring some friends and please join us for some fun.

3) Waterloo Regional Official Plan Lawn Signs - As part of the rally efforts we are printing 100 lawn signs in support of Regional Planning (example below). Signs will be available at the Rally on April 2nd if you are interested.

4) Building Hope for a Liveable Ontario (ALO) Webinars - the Alliance for a Liveable Ontario announced a new webinar series for concerned residents, community leaders, and experts who are looking for hope and ideas about how to build a liveable Ontario. The series begins with a focus on Building the Right Housing in the Right Place:

Webinar 1: Where is the Land we need for housing?
Webinar 2: What type of housing do we actually need?
Webinar 3: Empowering Homeowners to become "Mini Developers".
Webinar 4: Success Story: Downtown Kitchener.

5) Municipal Leaders for Stronger Communities Webinar - the next webinar called "Addressing Local Housing Issues: From Ineffective to Effective Solutions” is being held on Wednesday, April 5th at 4 pm. It features Colin Best (President, Association of Municipalities of Ontario) and Kevin Eby (Registered Planner, Former Director of Community Planning with the Region of Waterloo).

The panel discussion will focus on Kevin’s recent report on the large amounts of land already available for housing and discussion about what municipalities can do to address the actual causes of the housing problems facing their residents.

You can register at: https://us02web.zoom.us/webinar/register/WN_KvkQj4iRQiq7pU8XgbY4ig

Please encourage your local Council, municipal staff and community leaders to attend.

6) Ontario Water Guardians Petition - This past Monday, The Pointer published an Op-ed from the Ontario Water Guardians on the need to better protect Ontario’s water security:

Ontario’s water security must be better protected | The Pointer <https://can01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fthepointer.com%2Farticle%2F2023-03-20%2Fontario-s-water-security-must-be-better-protected&data=05%7C01%7Ckaavya.punn%40mail.utoronto.ca%7Cec049e76119b44f6dc6f08db29945910%7C78aac2262f034b4d9037b46d56c55210%7C0%7C0%7C638149489342992014%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&sdata=D%2B6awjvjXujLripGHxwVdxCXHJBVUVZda92MhdaqLU4%3D&reserved=0>.

The OP-ed includes links to the Coalition’s petition, which you are encouraged to sign. The petition is long but well worth reading. The full text has been sent to all MPPs, but only its two recommendations will be forwarded when you sign it:

7) Delusional Doug - Astoundingly this week Doug Ford stated “There’s no government in the history of this province that has done more for the environment than the PC government,” The Narwhal's @fatimabsyed and @EmmaMci have a running list of what his government has actually done for Ontario’s natural world:

	https://thenarwhal.ca/ontario-environment-ford-explainer/

8) Housing Pledges Continue - Local municipalities continue to make housing pledges to pander to the provincial government and attempt to avoid falling out of favour with Queen’s Park:

9) Environmental Assessment Act Changes - The provincial government is in the process of making a number of changes to the Environmental Assessment Act that could have negative impacts. Be sure to learn more and speak up on the Environmental Registry of Ontario:

	https://ero/ontario.ca/notice/019-2546

10) Excellent Conservation Authority Resources - An Interactive Report Card has been released by Ontario Conservation Authorities on the State of Ontario’s Watersheds. This is an extremely well done, easy to read and informative on-line resource that is well worth the time to review. The GRCA has also released its own report card:

11) Leading Jane’s Walks - Kae Elgie had an excellent suggest to consider leading a Jane's Walk on these issues of Bill 23, the Greenbelt and Regional Planning that we are so concerned about where you can highlight firsthand areas that could be impacted by these sweeping changes. The events are usually held the first weekend in May. Learn more at:

16) Ontario Budget 2023 - Yesterday afternoon the Provincial government released the 2023 budget with lots of announcements for new highways and tax cuts to corporations but not much for the environment. Of note was housing expert Mike Moffat's criticism of housing starts. This points to how Bill 23 is the wrong policy mechanism for incentivizing rapid housing:

17) Motion Invites MPP to Regional Council to Talk on Bill 23 - Kudos to the Grimsby Citizens for Responsible Growth and the Niagara Regional Council who have invited their MPP to appear before Council to address outstanding questions on Bill 23. There could be an interesting model here for other communities:

18) Bill 56 - the Fewer Floods, Safer Ontario Act 2022 - will be debated in the Legislature at 6pm on Wednesday, March 29th. This private members bill is being introduced by Liberal MPP Mary-Margaret McMahon and seeks to increase public awareness of numerous flooding issues.

G) Other Upcoming Events That May Be Of Interest:

i) Move Your Money March:

Spotlighting the Role of the Big 5 Banks in Canada in financing Fossil Fuel Infrastructure
The Waterloo Region Climate Initiatives, Fridays for Future KW, and Fossil Free UW, are planning a "Move Your Money March" on Saturday, March 25th at 11 am at Waterloo Town Square. All of the Big 5 Banks have increased fossil fuel loans in 2022 compared to 2021. This is not congruent with a transition off of fossil fuels. The Royal Bank of Canada is the fifth largest investor in fossil fuel infrastructure in the world.

ii) Municipal Action Plan for Aggregate Standards:

The Reform Gravel Mining Coalition is pleased to invite you to the launch of our bold new Municipal Action Plan to create a just standard for aggregate policy in Ontario.
Join us ONLINE <https://www.reformgravelmining.ca/map_launch?e=0de73b7c874b1e35d9ba22e57716d16f&utm_source=reformgravelmining&utm_medium=email&utm_campaign=map_launch_rsvp&n=2> Monday April 3 at 7PM
for the launch of the The High Road

“The High Road” is a practical handbook that lays out a plan for working with municipalities from the bottom up to push pause on new aggregate applications, review and improve existing aggregate policy in line with best practices, defend municipal participation in the face of disturbing policies that favor profit over people; and embolden the municipal movement to win a moratorium on gravel mining in the province.

The High Road: A Municipal Action Plan to Win a
New Standard for Gravel Mining in Ontario

We’ll spend the evening reviewing key sections of the handbook, hearing from contributors and communities that are implementing this new municipal strategy, and answering questions from communities who are looking to engage with their local Councils.

The handbook will be made available prior to the meeting.
