[All] S Koswan column this week - half of region's governments passed climate action plan so far

Hi GRENers,

So far, half of local governments have passed the climate action plan 
and amended it to up the 2030 emissions target to 50 percent. Cambridge 
is the only one so far that did not unanimously pass it. I don't know 
why. Both Jan Liggett and Nicholas Ermeta voted against and I would like 
to hear their reasons for not doing so. We've all gone to councils 
before and felt the decisions had already been made before we showed up; 
we've all gone to council and faced unanimous decisions and wondered if 
all the councilors had done due diligence or were just "rubber 
stamping." So this is a sincere question.
