City of Stratford Puts Xinyi proposal onhold in response to Community Opposition
It appears Stratford City Council took the decision to pause theevaluation of Xinyi Canada Glass Limited’s proposal to build a $400million float glass facility in Stratford.
As I write this, we do not yet have an official notice from City ofStratford however Xinyi has released a statement (seehere) .
However, the City’s lawyer contacted David Donnelly, lawyer for GetConcerned Stratford late yesterday afternoon to inform us of thefollowing.
- Stratford Council has put the Xinyi matter on “hiatus”. The Cityis not doing anything regarding the Xinyi application for 4-6weeks.
- After this hiatus, if the City intends to proceed with the CostSharing Agreement evaluation, the City will seek comments on a PublicConsultation Plan.
- There will not be a vote on the Cost Sharing Agreementuntil a public consultation program has been completed.
- This means it will be weeks/months before a Xinyi vote goes toCouncil.
Donnelly added “Congratulations, you have been heard”.
There is much more to be learned and shared but I wanted to sharewith you what we know as we know it.
The commitment to a thorough public consultation is an importantfirst step in restoring public confidence in the Mayor and Council andduring this pause we are asking Mayor and Council to write to SteveClark, Minister of Municipal Affairs and Housing and ask him to revokethe Ministerial Zoning Order (MZO). The purpose of the MZO was to denypublic consultation, and now that Council appears to be restoringpublic consultation the MZO is unnecessary.
The community earned this concession from Stratford’s Mayor andCouncil through your visible, persistent and principled opposition tothe Xinyi proposal. The issue is not resolved but in eight short weekstogether we have stopped what many thought was a ‘done deal’.Hopefully, this is a first step in restoring democratic publicdecision-making to Stratford.
We aren’t stopping, but we can catch our breath as we continue tomake the case of why Council must say no to Xinyi.
