My name is Louisette Lanteigne and I am a person who gave comment during the National Energy Board hearings in Canada regarding this pipeline.
There are many issues to cover but I will try to be brief. Here is a movie. Go 52 minutes in and you will find how the Orange Order in Canada kept my people literally enslaved with the KKK to deny us education and access to banking. Now in Canada, we had many racist Prime Ministers and Premiers who were members of that order including the first Prime Minister Sir John A Macdonald. The way they designed Canada was to keep all life saving laws Provincial and keeping all Indigenous People under the Federal system denying them the life saving laws including Building Codes, water quality laws, education, health care and environmental laws. When a spill happens on a First Nations reserve, they are told to go to the Province because pollution is a Provincial issue but then the Province tells them to go back to the Federal Government because they are Indigenous and the issues end up without resolution and they're stuck. So we have environmental racism where the business people put up all the highest polluting industry on Indigenous property knowing if there is a spill or pollution issue they won't have to pay the fines. Right now we have it mapped actually and today these issues are killing people with Covid 19 which is directly linked to the poor under serviced racialized areas. I have a map of Toronto to show how air quality links to Covid 19 and from Nova Scotia showing the same issue. This is systemic genocide and it externalizes all the costs onto society for the hospitalization, lost productivity, health care costs etc.  See attachments.
So the area of Indigenous reservations only makes up 2% of Canada's land mass yet that's where all the pipelines cross. This is because there is no provincial taxes. The Canadian government doesn't allow Royalties to be received by these communities instead they manage it for First Nations to be given when they feel the need. The reason Canada's National Energy Board didn't have regard for Treaty Rights is simple. The guy who created the quasi jurisdictional process was an Orange Order Prime Minister Diefendbaker. He was racist. 

None of the pipes crossing Ontario had Indigenous consent. I know. I was a delegate of the Line 9 and Line 10 National Energy Board hearings. 

So with the Enbridge Line 10 hearing I witnessed something very bizarre. The NEB allowed Enbridge the right to install a 20 inch pipeline to a 12 inch line in the US. The 20 inch pipeline begins at Nanticoke and ends at the Westover Terminal. They approved the pipe to run at MAX which is physically impossible. At most it may be 33% full. Then I investigated the finance and found out why that was. All the liability of Enbridge is based on the assumption that all their pipes run at Max Capacity.  The pipelines were all sold as assets to other companies since 2016 yet they used this information in 2020 and it is outdated. The assets have since been sold and in Canada, a parent company is not liable for the contractual agreements signed by it's subsidiary so all the terms of approval, all of the permits and the insurance is highly questionable today. Enbridge is very vague on the kind of insurance they have. We don't know if it was a one time payment or if it carries. I provide for you all the written proof I have and I can swear and oath and make it official evidence if you wish. I can easily do that. Now you have no plausible deniability on these issues. 

The TransMountain pipeline has the same issues. That pipe was sold off. On May 29, 2018, the Canadian federal government announced its intent to acquire the pipeline from Kinder Morgan for $4.5 billion. On August 30, 2018, Kinder Morgan Canada's shareholders voted to approved the sale to the federal government. My question, is the permit in the current owner's name? Do the terms of approval apply to the new owners? Do the current owners have the 1 billion liability set aside and does this measure up to an issue without conflicts of interest showing both fiscal and judicial prudence?

I strongly advice you review the liability risks associated with this venture and I don't want to see any insurance firm suffer for the actions of people like this. Canada bought a lemon and there is no reason for you to put other people's insurance at risk for nonsense like this. 

We don't even have a system to disclose beneficiaries in Canada because they stated that Fintrac violated solicitor client privileges.
