I have been reporting corruption, collusion and bid rigging regarding the Harper Government in Canada for 10 years. RCMP was stuck under jurisdictional limitations and could not investigate 

In a nutshell private prison schemes were linked from Richard Bird VP of Enbridge to Stephen Harper the Prime Minister of Canada. Money laundering facilitated by KPMG and all funds sent to shell firms and Nethetland based Intratrust. Richard Bird owns Bird Construction who made money off bid rigging corruption and collusion. Harper and Erik Prince was involved too. Erik Prince linked to corruption in Colombia with Richard Bird  too. I chronicled it here supported with Panama Papers records showing links to the massive scandal of Ecopatrol. I exhausted protocols to report this. Filed my documents with Revenue Canada, MP and MPPs tried the RCMP many times but they didn't help. Much of this is archived it at Wilfred Laurier University. 
This year I asked the Chair of Canada Energy Regulator (CER is formerly the National Energy Board) and I asked him to provide me with proof of Enbridge's Insurance. His email gives the link and the numbers are based on assets owned by Enbridge Pipeline Inc. and based on Maximum volumes of pipelines.

Problem is the assets have been sold off and the new owners lack contractual obligations for clean up, for meeting terms of approval and they lack permits. 

I sent this information in reply to Mr.Watson and shared it with my MP and MPP and Prime Minister Trudeau. 

 The simple truth is they haven't made cost recovery for years.  The estimates were wrong because they didn't factor in WCS price differentials from Brent. IMF data shows projections were way off.  

They laid off workers and used the wages to fake growth. 

And we had warnings for ages. 

They used past performance with no regard for Paris Accord or emerging risks. Basically the same economic boondoggles of GE.

The flipping of pipelines as assets soon after approvals was a pattern. A  parent company is not contractually obligated for the deals done by their subsidiary companies. Harper used an Omnibus Bill in 2012 that gave him Veto over NEB decisions. He appointed the NEB to act as the Crown for consultation with Indigenous people even though staff lack training and have no ability to manage deep duty issues. By law only Cabinet can decide the fate of endangered animals but the NEB bypassed it too. When it came time to decide if sales should be subject to an NEB hearing to move pipelines as assets (as mandated by section 74 of the NEB Act) they simply refused to hold public hearings. They had the veto to bypass it. 
It was as if the government rigged decisions to foster social discord of bad approvals to fill up the prisons with protesters but instead we met this with peace and prayer. I chronicled 10 years of our local pipeline opposition in Waterloo Ontario in this video and it was like this across Canada.

Meanwhile our government says we are lacking over 100,000 immigrants. It makes no fiscal or judicial sense to jail these good people.

So getting back to Enbridge's insurance, we don't know if they have corporate general liability or not. We don't know if it was a one time shot or if it carries. My quick summery here. 

We need to stop this corruption. Please reject Line 5 and stop the prison pipeline money makers here.
