So I've spoken with former Environmental Commissioner Gord Miller and they used to receive the lab's results of their own testing, not redacted values so Heather Gingrich who spoke had a good point. He worked for the ministry before the original cuts under Mike Harris. 
The current system we are using to determine water risk is antiquated and unsustainable basically. We have Conservation boards headed by Municipal officials and funded by aggregate and fossil fuel sectors. Conflicts are very obvious and being at arms reach of the provincial systems, they are also beyond the power of over site agencies to review their conduct. The Ontario Ombudsman has no jurisdictional power to review their conduct. But at the end of the day the challenges we face is the simple fact that the funding of the funders will not be there in the days ahead and that is why this current government is scrambling. 
Monique Dube created a program years back called The Healthy River Ecosystem AssessmenT System (THREATS) for assessing and adaptively managing the cumulative effects of man-made developments on Canadian Freshwater. You can view the program information online here:

In a nutshell, it basically gathers data from multiple sources to provide us with a real time updated view of what is happening and it tracks records of changes for example, it can flag spikes of certain toxins at certain times of the year while monitoring things like flow and flow rates etc. to map delta levels, to map trends and the system is designed to be dynamic. This is the way we need to actually start mapping our data trends.
Monique Dube was working on that issue and then she was later hired by Syncrude as their Senior Water Scientist. She was recently fired however for giving notification to a First Nation's community of toxic fumes heading their way. There was a spill on sight that landed in a pond, the fumes were highly toxic and it had a 10 hour travel time to reach the reserve. Authorities took 12 hours to notify however Ms. Dube bypassed orders and let them know after the 6th hour to protect people. For this action, she lost her job.

Never the less, if she is free now we know we have one good visionary person freed up to work with to help set the path right. 
If you want to be a good environmentalist today, you also have to be a good economist to understand how acts like Syncrude's disregard can legally happen. Syncrude is owned by Sinopec which is a Chinese state company. They are under FIPA, the Foreign Investment Promotion and Protection Agreement which includes provisions similar to Chapter 11 of Nafta where they have the ability to challenge any Canadian if it impacts their fiscal profits.

China has been taking over Canada for years because it is easier to take over a nation by way of economics than by war.  They've acquired Tar Sands firms and natural gas. Gwyn Morgan sold Encana to China and now China has more say on the rate of pace of natural gas development in BC than their own citizens.It doesn't matter if the projects make any money in results because the entire operation is based on fraud, corruption, collusion and nepotism, tax evasion and money laundering. We see the same happening with Forestry, realestate etc. Same mechanisms being used basically. 

Upon approval of projects, cartels of all the companies involved access their grants, lones and Master Limited Partnership firms and they basically invest in each other giving the appearance of bullish trends to fool investors. The mechanisms are often ISDA based. These are the rich folks who get paid in shares who can move stocks and assets about to rig the results they want with whatever groups they are connected to. If they were paid in cash that would prevent them from doing this but because they are paid in shares it's easier to hide. Anyways, alliances with China have been made not only through Gwyn Morgan but with mega rich folks like Li Ka-shing and the crisis issues we have today is an expression of that dynamic but they are not doing anything that London hasn't done already to other nations previously. 
Our government has 20% exposure to tar sands and they are loosing money every day had have been for years so of course the banks were part of the corruption because the oil executives were the CEO's and directors involved with the allocation of the funds. Add to that royalties of the pipelines that will never play out because the scheme was to get approval not to actually move product and you've got  a huge mess coming your way.
We can pick our finger nails fighting all the changes Doug Ford is doing but all his distraction is hiding the fiscal typhoon about to whoop everybody if we don't demand the rich pay their fair taxes. They have the power to bail us out but they don't want to do that because they are holding each other up with their own fraudulent system here. 
The bottom line is the only ones who can save Canada from foreign take over right now are First Nations people.  We didn't sign FIPA. We don't have the same rules but we are your partners and we have enshrined laws that go well beyond Canada's reach. Your history is censored with the Act of Settlement Act 1701 that negates the teaching of trade laws that predate English settlements but my family have international trade agreements from 1610 on wards well documented at the Vatican and UN level and our historical relationships by trade predate even that but at this point, with global economics as it is, this fight is already being won fiscally and we are involved at the economic level deeply and this is beyond the mechanisms of Canada right now. It's happening. The renewable shift in Canada is First Nation's driven and it will play a big roll in the future for Canada. We are taking power back figuratively and literally. Any other battles are secondary to the fact the solutions are what needs to be focused on, not maintaining status quo but rest assured it is happening and it's not making your news as much as it should but either way, it's happening. 
I am the first Acadian in my line to grow up reading English history books. Your missing a great deal of info in your version of history that resulted in the wealth of people including Thomson, Reuters, Weston, Galen, Weston, Irving, Black, Harper and many others are on the gravestones from Wolfsville to Halifax and are still the people in power to this day and they got there by denying the human rights of others to do it. What they did to us they are now doing to you as citizens of Ontario basically because they've run out of other people to rob basically. 
I have watched for years how much support and studies Canada has provided to you and I benefited from that because Ontario claimed me as their citizen at birth without knowing who I am. Canadians have a mommy and daddy view that government is good and will watch over them. This is white privilege folks. These same policies never applied to my people until my generation really. 
I am the first claimed as a citizen of Canada born in Ontario and these laws didn't even apply to my own parents who had British inspectors raiding their homes and schools to confiscate crosses and books. My cousin went to Moncton University and was slipped a drug that poisoned him. It left him in a coma for months and he was mentally disabled his entire life but prior to that he had a brilliant mind. He was cousin Laurier Gallien. He died just this year. His sister was accepted to the same school and they gang raped her. She never left her home after that. My other aunt gave birth to the priests baby after she was raped and my mother was outside the door of her schoolhouse listening to the Priest rape her brother at their little school house in St. Simon NB. I have a cousin born of yet a third rape who I will never see because the Catholic church build the hospital in Montreal that changed the names of the girls upon entry. They hid the data because many of them were from residential schools, rapes by priests, incest and other circumstances. This Roman Catholic hospital was also formulating the eugenics program of your government against our people with known Nazis Dr. Ewen Cameron and Heinz Lehmann. I have a photo of them in front of the hospital in 1959. My mother trained as a nurse there. My mom watched how the nuns let certain babies die. She watched babies sold to make money for the place. The commerce of tragedy. How they tried to break our faith and knowledge of the treaties by rape. She knows of that. She was there witnessing all of it. 
You don't know what Canada is capable of but as a people fighting fights for hundreds of years my advice is don't go for the heads of a hydra. Go for the finances. Anything less is just a delay to the inevitable same end. Don't wear your self out fighting many battles when you can simply end the economic flow of it. It's happening with our without your efforts right now anyways. That was the promise of the Paris accord now coming to fruition. They can't stop progress. 
Do you know what a Godzilla is in economic terms? It is when a company grows so huge and powerful they cannot produce further growth without tax evasion or corruption to fuel their continued profits. These settler wealthy ones, began the system with a structure of tax evasion that they crafted into policy. The Succession Act gave them the right to negate Roman Catholic Trade laws and to negate First Nations who's nationhood was bound to the Roman Catholic church. If you view how Henry VIII crafted that law, it basically renders all Roman Catholic laws as null and void and views us dead. This is basically why they didn't apply life saving policies like pollution laws, education, building codes or even fire services to benefit First Nation reserves. For example, they didn't ask their permission to put in Enbridge Line 9 pipeline and they didn't pay royalties directly to First Nations communities but chose to pool the money in a Federally run funding system without engaging with First Nations communities on how to manage those resources. And they used Settlement Act of 1701 to revisit Vatican Trade agreements to renegotiate agreements while at the same time censoring the history of those who refused to take that path. My folks are of the unceded side of that history. We have yet to actually show our full hand but we are of the people who have laws "that no government can negate". We already have the apology of Queen Elizabeth for the violations but they have yet to undo the Constitutional laws to undo the unlawful acts committed to us based on that violation of law. The nationhood is known and it's not Canada's and economics is shifting quickly and so to must our approaches. 

With Doug Ford government cuts are coming swiftly and everyone is focused on defending the old systems in place but remember, relying on Conservation Authorities to prevent flood risks is still using the agencies relying on  pre-development water data reports (Based on pro development bias without regard for spring thaw, delta water levels or proper 12 month studies) without regard for post development impacts to predict risks. Like finances, you can't base cost models on past performance data that was already flawed anyways to reasonably predict risk.  It is important to protect safeguards but look ahead to see where we should actually be implementing better water protections and look to nature on how to build in the greater resiliency of the system. 
Create smart taps or smart water heaters to act as early indicators of possible water contamination issues because no matter how clean the water is that water is when it is treated, with aging infrastructure there is no guarantee the same water quality will reach your home.  All across Ontario we are dealing with end of life infrastructure and decline of population in smaller communities If pipes are old or too big and not enough water is being used, the chlorine and chloramine can wear off and create serious water risks. Unless we rethink the system we are going to hit many problems. 
We need to plan ahead. Look to integrating the data of THREATS, and demand the inclusion of private and corporate water data be centralized because crafting solutions based on watershed wide issues is not enough in the age of climate change. Crafting data provincially is not enough because these are cross provincial issues just like the carbon tax issue, it is national and transnational. The actions of one province can impact another by water the same way as the carbon tax issues illustrate. Bottom line is we need a National Plan sooner than later. 
Harper  promised a National Water Strategy in his first throne speech. How much money has been allocated for that? 
In the courts this week, during the process of the Carbon Tax hearing it was stated that Ontario has reduced 22% of it's emissions but the actions of other provinces such as Alberta are threatening our successes. Think of the money we have spent to get those results and the tort damage not having a carbon tax could have. The future of environmental advocacy isn't in protecting what we have, it's in fighting to get back what we deserve and it comes in the form of Tax Justice. 
Anti competition laws are there to allow equal opportunity for emerging industries. Fight with that. It is a free complaint based system. If Ontario's plans negate renewable energy price forcasts in their reports, it is anti competitive and biased to fossil fuel sectors. That is unlawful. 
We have power as First Nations to protect the environment  but we can't get those rights enforced if the Constitution uses Act of Settlement 1701 and Oath of Succession laws view us as dead. Time to get that removed to assure all lives have equity in Canada and assure that all lives. protestant or not, are equal. The Charter of Human Rights needs to be applied to the Constitution. Water rights are human rights and that applies to these laws too.
If they want big infrastructure make them prove they have the money to cover the liability.
The more fiscally accountable they are, the better the system for everyone.
