[All] Line 10 upddate

I visited Line 10 area and saw where work crews hit an aquifer in the Galt Paris Moraine area in Copetown. I counted 29 wells along the roadside where they are currently diverting water to install the pipe. Lots of land regrading, lots of sands. I've secured new FOI documents from an OPP investigation I tried to launch regarding Line 9. The issues impact line 10 as well and I'm seeking the assistance of Ecojustice to secure a judicial review due to the fact that both Line 9 and 10 were approved by way of Order from the Govenor in Council using section 58 of the NEB Act. Thanks to an OPP Freedom of Info request I recently secured it appears the PMO using section 58 acted as both judge and jury without any Crown oversight. The NEB is supposed to determine how reasonable Crown consultation was for First Nation's however, the NEB was given the power to act as Crown so it's a direct conflict to have them determining how reasonable their own decision was. There is nobody assuring that the Honour of the Crown is met.
The FOI from the OPP investigation specifically states: "The issues with Enbridge and committees have been ongoing. The issue goes up to the Prime Ministers office. The Compl. has contacted legal council from the Alberta Securities on the company names."
In a nutshell, if Enbridge PIpeline is a company and these pipeline assets were transferred to Enbridge Income Fund Holdings Limited, and both firms are under Enbridge Inc. then the Line 9 and Line 10 ruling should be scrapped. They are creatures of a company and should have never been allowed to seek the permits to begin with.
However if they are two separate companies and the assets were transferred without NEB permission, that violates section 74 of the NEB Act. The expert who can speak to this issue is economist Robyn Allan.She saw the same thing happen with Kinder Morgan. We have spoken on these issues. The Alberta Security Staff I spoke with, Mr. Thakur confirmed Enbridge Pipeline Inc. and Enbridge Income Fund Holdings Ltd. they were separate companies due to separate boards of directors, separate addresses etc.
I tried reporting issues to the Ministry of Labour, the OPP and RCMP and College of Skills and Trade to help but they were powerless to help.
The OPP FOI report states:
On Thurs. Aug 27, 2015, D/Sgt. Anthony reviewed the 2 page document mailed by the compl. entitled "Lanteigne Line 9 compliance issues". An additional attachment was reviewed entitled "Kinder Morgan Compliance Issues." D/Sgt. Anthony after reviewing the document did not believe a criminal offence of Fraud has been supported. That does not preclude there may be regulatory issues with name changes and movement of assets.
The judicial review could help us see how regulatory issues including environmental protections may be affected.
