Dear Hon. Prime Ministers, Hon. Premier and Ministers.
We have the Darlington and Pickering Nuclear Power plants just minutes drive away from Toronto, the most populated area of Canada and they have no comprehensive plan to address the risks of floods. 
Here is the report that flags this issue. Technical Report on Flood HazardAssessment for Nuclear PowerPlants in Canada (R614.1). It was produced by Golder and Associates to the CNSC and is dated October 29, 2015. It was done in response to the events in Fukuyama.  The full report can be viewed online here:

This report highlights some very alarming facts such as the fact the risks assessments don't take into mind the delta water levels associated with spring thaw. There is no regard for the hydro geologic regime that we naturally experience in Ontario. 
The report also notes that the CNSC REGDOC 367 refers readers to the CSA for policy guidance however the CSA does not have any applicable standards to address flood hazards. 
The report identifies the fact we don't have a comprehensive guide book on flood risk assessments for these plants. 
We are currently experiencing flooding and erosion in Durham Region where these plants are located, as a result of the heavy rain we've been getting this month and last and I am seriously concerned that the water levels may go beyond the design constraints of these aging nuclear plants.

In response, I would like to request that the government step up and give these plants additional support and oversight to mitigate potential threats posed by these conditions.  We need independent oversight to make sure that things are done appropriately and safely. The fact that we lacked these policies thus far is very alarming. It's time to review the progress made since this report was issued and put into place the safeguards we need to protect these plants and the citizens of the GTA.
