This letter is actually addressed for the Regulators at Ontario Hydro.
I want everyone to witness email together because we are all affected by these concerns and I believe we need to work together to mitigate the risks. 

My name is Louisette Lanteigne and I gave an affidavit for the NEB hearing regarding a section of Enbridge Line 10 oil pipeline which runs from Westover to Nanticoke. The NEB hearings took place Oct. 18 and 19 2017 in Hamilton Ontario and I witnessed it.  I submitted a written affidavit for this hearing which flagged the fact that Enbridge admits the presence of Endangered Jefferson Salamanders in the area yet there is no critical habitat mapping completed for this project to prevent harm. 
In the attachments is a photo of the NEB ruling where you will see the NEB approved this project. They state "The Board is of the view that serious harm to Jefferson Salamander or Western Chorus Frog is not likely to occur and that any adverse effects are not likely to be significant."  
Please note to date there has been no critical habitat delineated. there is no data to support their theory and in my view, it lacks compliance with Canada's Species At Risk Act. 
This evening I also came across an article noting the fact that Enbridge is seeking an injunction to stop Haudensaunee men from hunting rabbit in their territories.

This injunction violates both Charter and Treaty Rights.  The article states no permission was granted by the Haudenosaunee for this pipeline project.  As an eye witness of the NEB hearing, I saw this issue presented to the Board. The NEB has no plausible deniability about the fact the Haudenosaunee did not give consent. 
Now at the Line 10 NEB hearing in October 2017, I witnessed Enbridge's Experts admitted the engineering reports were incomplete with less than 20% of the work done at the time of the hearing. At the board it was stated that completion of engineering report standards in Ontario requires 90% completion prior to approvals. This condition applies to Provincial jurisdictional areas including municipal properties and Hydro. 
Hydro is Provincially owned. As such I believe the conduct of their staff may fall under the jurisdiction of the Province, the Professional Engineers Ontario, the TSSA and other agencies. It would seem reasonable in my view, to believe they have the duty to comply with Provincial Laws being a Provincial agency. Such laws include the Endangered Species Act, the Fish and Wildlife Conservation Act etc.
I also know that to seek an exemption under the Endangered Species Act requires proper sign off from the MNR officials and the Minister. There is to be no net loss to species in Ontario.  Although the NEB and Enbridge may or may not be exempt from these laws, the conduct of Ontario Hydro's employees are not. 
No permit should be signed by a Provincial Regulator unless the project complies with Provincial laws. That is common sense. 
How much of the Enbridge Line 10 engineering reports are completed right now? 
Have the Haudenosaunee or Six Nation's received these reports?

Right now is the optimal time to test for Jefferson Salamanders using drop pit traps and toe and tail clips to prove DNA. It's the only way to test without destroying specimens. The salamanders are out right now when the first warm rains of spring happen and temps are above 4 Celsius. Mr. Bogart is at the University of Guelph can test them. I've been working on protecting this particular species around Waterloo Region for 16 years because they are an indicator of primary recharge. Protecting them protects our municipal groundwater for the long term. The reason I fought Line 10 is to protect the drinking water for generations to come. It makes economic sense to do it.  
I am curious to know how Enbridge intends to install a pipe under a peat bog without causing serious damages to these habitats. These lands are sitting on karst in the Galt Paris Moraine. The limestone dissolves with water.  We can't have Enbridge drilling under wetlands without proper risk analysis unless you want to risk seeing a hydro tower fall because a sinkhole forms. 
I strongly advise you engage the folks at the Ontario Geological Survey too review the engineering reports before this work continues. 
I want a written reply to the questions asked and I would appreciate it if the answers can be shared with all the people on my email list for this correspondence..
