Hi folks
This is in regards to previous complaints I made to the MOECC regarding water taking permit applications listed on the Environmental Registry website that were for Enbridge Pipelines but they failed to mention which pipe was involved. The listing was in proximity to areas related to Enbridge Line 10. The Ministry sent me a letter response to my concerns.
As it turns out, the application was for water taking permits regarding Enbridge Line 11, but they share the same basic areas of Line 10 so the concerns I have regarding safety and lack of critical habitat mapping for endangered species, including Jefferson Salamanders, do relate.
The MOECC confirms no water permits were issued for Line 10 to date and that the Ministry has taken "corrective action" related to future postings of water taking permit applications by Enbridge. In the future they will need to provide additional information regarding which line is affected by the application which is great to see.
The MOE have received my comments regarding three additional water taking permits currently underway for Enbridge Line 10 that are listed on the EBR right now. Public comment period is open for those applications. You can find them by doing a search for the term "Enbridge line 10" at this website: https://www.ebr.gov.on.ca/ERS-WEB-External/
I used Freedom of Information to secure the data of the previous 4 water taking permits which appears linked to Enbridge Line 11 oil pipeline. That permit process was highly flawed because Enbridge didn't disclose details of which pipeline was affected by the water taking permit. The EIS study used for it predates protections for Jefferson Salamanders, Western Chorus Frogs and other critters. I filed an Freedom of Information Request because I wanted to review all the data to see if they disclosed which pipe was involved to the Ministries. Of the partial release of data I secured there was no evidence to suggest that they did. The Ministry said it would cost $100 to secure the release of that data but it seems with this letter they may be open to waving those costs. I am requesting that right now. I'd like to see if MOE staff were ever informed of which pipeline was involved before these 4 permits were granted.
Letter of response is in the attachments.
Making progress bit by bit.
Louisette
