[All] Pipeline Abandonment and NEW PIPE installation called "replacement"

Hi folks!
Enbridge's idea of REPLACING Line 3 and Line 10 means to abandon the old lines while installing brand new pipes beside them.

So I went to Enbridge's page regarding Line 10 to see if it was the same and sure enough the data is right there. They are doing the exact SAME THING.

I have permission to provide written comment for this hearing so this is going to be on my list of issues. 
I'll be focusing on economics, hydrology risks, risks to Jefferson Salamanders, non compliance of Line 9 which connects with Line 10 and this issue among others.
