[All] Can anyone bring me quickly up to speed on the rules for chopping down trees in Kitchener?

Tree removal permits are required. Here is the link to the Region's tree by-law.  http://www.regionofwaterloo.ca/en/abouttheenvironment/treebylaw.asp?_mid_=17359

Technically if the work is being done by City or Regional officials they have an exemption to the permit process. 

Tree removal during bird breeding season is generally prohibited because it violates the Migratory bird act. That season runs from usually from Mid-March to August. https://www.ec.gc.ca/paom-itmb/default.asp?lang=En&n=4F39A78F-1

If threatened or endangered birds are known to be in the area it would be reasonable to assume it would require a proper bird breeding study first before trees and buildings are removed. If the old house was home to barn swallows, barn owls or chimney swifts that demolition would be a violation of the Species At Risk Act. It's habitat destruction.

The sign on the lot gives notice that a zoning change has been applied for.  Is this all kosher, or do I smell a rat?  Regards,Al Daigen
