Line 9 crosses 18 territories from Sarnia to Montreal. None of these communities have had a Crown consultation processes with Enbridge regarding Line 9's original installation or it's reversal of flow processes. This violates Charter and Constitutional rights.  
I witnessed perjury at the NEB via the written evidence presented by Amanda Lickers who was representing Rising Tide. She secured a document where Enbridge clearly admits they have never reviewed a single treaty along this route. I know it was perjury because I personally met with Chippewas of the Thames elder Myneengun Henry who handed a Two Row wampum directly to Enbridge officials after he personally explained it's meaning to them. There are photos of Enbridge staff, the Wampum and Mr. Henry. It was caught on video too so I'm told. He can be reached at mhenry at conestogac.on.ca. 
I implore that the Federal government not allow Line 9 to open until proper consultations have taken place with all communities involved including Indigenous communities. 
I also request a Federal review to audit the safety of Line 9 as well as an audit on the transfer of assets. 
I have written proof of the fact Line 9 has changed ownership from Enbridge Pipeline Inc. to Enbridge Income Funds Holdings. I also have a copy of the only CPCN permit bound to Line 9 and there is absolutely NO documentation to prove that Interprovincial Pipeline Inc. actually transfer the assets to Enbridge using the proper protocols of the NEB Act.  In other words, the current owner of the pipe might not be the actual permit holder. This creates serious liability risks. 
In the attachments is a letter from the chair of the NEB who states that name changes of ownership do not require NEB permissions. I also include the only CPCN permit that applies to the current line as well as details of an NEB case that took place AFTER Line 9 where Enbridge sold a portion of the pipe to Valero at the Montreal Terminal area specifically to be decommissioned because it was not up to code. The pipe was leaking and the outer layer was epoxy. There was no PE tape on it at all and yet this section was months previously, approved by the NEB at the hearings I participated with. It doesn't make sense! 


I am begging you to please secure an independent review of the safety of the totality of this line. Review the Treaty issues as well as the safety of the pipe. Please don't let oil flow through it as is. We have far too much to risk.
