[All] Line 9 testing IS underway and update

Hi folks.
My God it has been such a busy day!
In order to work on a pipe in Canada, a pipeline owner requires aCERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY otherwise known as CPCN. Thisis a certificate that can only be issued by the National Energy Board. If you do not have that you cannot work on a pipeline in Canada.
I askedthe NEB to give me a copy of that document in regards to Line 9. To date the NEB has not provided me with that.
The Line 9 EA process was limited to the area of the pumping station only which makes me think Enbridge Pipeline Inc. might not actually HAVE A PERMIT.
Graham White of Enbridge told me assets including Line 9 were transferred to Enbridge Income Fund in an email he sent me.

There are no plans for mergingwith any external firms, this is an internal process to Enbridge owned andoperated companies.

Enbridge Pipelines
In response I called Mr. Thakur at the Alberta Securities Exchange lastweek. He is their legal counsel. He stated to me on the phone the fact thatEnbridge Pipeline Inc. is a COMPANY. This is according to the NEB's section 2definition of the word. This discussion took place on August 10, 6:15 pmWaterloo time.
I contacted a PROFESSOR OF ECONOMY for his view. He wrote back thefollowing to me:
"There certainly is something amiss here. I don’t likeit at all. I’m not sure how much detail you want about themalfeasance. I can assure you that what is being done is morally wrongthough and any right thinking company would not foist this onto society."
The Line 9 was started by Interprovincial Pipe Line Ltd., then changedits name to Interhome Energy Inc. in 1988. Interprovincial Pipe Line Inc. was acquired by Interprovincial Pipe LineSystem Inc. in 1992. Interprovincial Pipe Line System Inc.’s name then changedto IPL Energy Inc. in 1994. That name changed to Enbridge Inc. in 1998. I asked did the NEB give consent for ANY of the changes ofownership or transfer of assets for Line 9 both current or historical to show compliance with the NEB Act section 74. Can I secure that paperwork? To date they have not provided me with thatinformation.
So today I called the RCMP Anti Fraud at 1-888-310-1122 with concerns about who owns Line 9 and to find out if the owner has the right authorization to do the work. They advised Ispeak with OPP officer John Gralewicz at 705-329-6433 but he wasn’t there so I was instructed to called705-329-6420. An officer did call me back and advise I speak with the Ontario Ministry of Labour.
The Ontario Ministry of Labour stated unless something is physically happening in Ontario it’s nottheir jurisdiction. This is a federal issue because pipelines are afederal jurisdiction. They advised I call the HRDC which as I understood was a part of the Federal Labour dept. The number that I was given was 1-800-641-4049.
I called that number and they told me it was an NEBissue but I wanted it on record that I told them about the problem so I emailed the FederalLabour Minister directly. Nothing from them yet.
Then I find out later today that the work is underway in Gananoque on Line 9 right now. It is the hydrostatic testing.
One of my NEB delegates, Rick Monroe emailed me and said:
I drove by the test site on Monday morning because I wanted to see what might be going on. There is a valve station on Marble Rock Road, about 3 miles/5 kms east of Hwy 32 and it appears to be the site of the actual testing. >From what I observed (a fairly large area with temporary fencing, tarps covering various things, an identified muster station, car for a security guard parked in front) I would say that work is "underway."
Now I have informed the OPP and Ontario Labour Ministry. I will keep you updated on how this goes.
I'm so tired of these ministries telling me it's not their issue it's an NEB issue. I just tell them that somebody is working on an oil pipeline right now and we don't know if they own it or if they have the right permits to do the job. That's not an NEB issue. That's a fact. It's happening now.
Any help GREN can provide would be appreciated. Letters to editor, spreading word etc.
