[All] Ecojustice case mirrors Elmira

Hi folks
I came across this case that Ecojustice is currently fighting and it appears to mirror many of the procedural failures we've experienced with the Elmira issue.

Personally I'd say this is one to watch closely as it may give us insight regarding options we could use to help secure a clean up at our end.
