In the attachment is the letter from the NEB to Enbridge confirming the fact that the current valve set up is non compliant to the NEB conditions for Leave to Open.
The condition that killed it was based on the simple request I gave to the board to mandate that Enbridge install valves on both sides of the river, not just one.
Enbridge intended to have leave to open by October 15. That's the day the diluted bitumen was to start flowing in Line 9. It's not happening now and it's based on a the emails exchanged with Enbridge's solicitor that confirmed how the shut off valve for the Grand on the west side of the river is miles away if they reverse flow. It's like that all along the route. We had a manual shut off valve in a floodplain that had to be moved as well.
In the attached letter you will see the term: MWC which basically refers to manually controlled water valves like the ones we had along the Grand.
Upon actualizing what happened I was very happy yet overwhelmed with a feeling of absolute nausea. It's sort of like a quickening. One never expects the vision and the results to meet up with such an impact. I never dreamed there would be such a specific a confirmation that this process would have tangible results. It's not that hard to understand the logic of the need for two valves along the river but the impact of it was huge. As of October 15th onwards, that concept will be stopping the flow of millions of dollars worth of diluted bitumen. From the time they resubmit the data, there is a 90 day delay. It will cost them more money that I can personally imagine. Wild stuff.
I'm resigning from my coffee job. I need to write a book of this stuff.
