Thanks Lulu, but the report seems to stress ADAPTING TO CLIMATE CHANGE & ITS OPPORTUNITIES and NOT REVERSING CLIMATE CHANGE & ITS OPPORTUNITIES !!  Exclusive adaption seems to be the keystone of Harper environmental policy which allows Prairie tar sands — with all the wealth and power it brings to his beloved Alberta — to continue to contribute to the acceleration of climate change accompanied by the high risk to land and water from likely pipeline breaks.
