To be fair, I prefaced my remark by starting the sentence with 'At this point'.. meaning at this point in time. Staff are working on a final draft

Without prejudice.
Jean
With great respect, I must disagree with you in the strongest terms. In fact, I am shocked at your statement that it “is all that Mr Cheater can supply”.
Mr. Cheater has promised me several times over several months that he would respond to my concerns by separate correspondence. Mr. Cheater promised via telephone to respond to a letter submitted Dec. 5, 2013, but which was by mistake dated Nov. 5th. On April 4th, he wrote, “A more detailed response to your message will follow.” Today even, Mr. Cheater wrote, “I will respond to your letters dated April 4 and April 10, 2014 separately.”
This indicates that he is not only prepared to do it but is able to do it. I ask you once again as an elected representative to require Mr. Cheater to respond to my concerns.
If staff is confident in their studies, answers should be readily available.
Obfuscation has been the modus operandi in the past. Now it seems that procrastination has been added to that modus operandi.
Respectfully,
Neil

At this point it is my opinion an acknowledgment of your letters is all that Mr Cheater can supply
The ESR is being circulated for comments or questions and edits to the numerous project team professionals to ensure that what is intended for preservation and protection of Hidden Valley is done as best as it can be
It is a large document with many professionals involved
I am sure this is not the answer you want to hear .
