Hi folks
The Canadian Nuclear Safety Commission is attempting to silence my concerns regarding the request of Ontario Power Generation to extend the life of Pickering Nuclear Plant beyond its end of life design without any reasonable evidence to show it can be done safety. They are using discretionary power to ignore my submission because it reflects the concerns I voiced regarding the Darlington Nuclear Power Plants.
Details below for your reference. At this time I am attempting to have them reconsider my submission. I will update you if I get any further response from them.

Dear Ms. Levert
Ontario Power Generation wants to extend the life of the Pickering Nuclear Power Plant beyond end of life for this infrastructure yet it appears there is no reasonable evidence to suggest this can be done safety.
The power point I submitted is specific to Pickering and it does reflect similar issues that were raised in regards to Darlington because the concerns are based on the geology of southern Ontario north of Lake Ontario. The data is relevant at both locations.
Both of these facilities are located along this shoreline area and the concerns are similar because the same glacial system moved back and forth creating the baseline sediment composition that generates the nature of the geological risks that I am addressing. The fault lines we have, the poor understanding of the baseline sediment data ARE common factors.
For those who have not reviewed the data submitted for the Pickering nuclear power plant, I posted it on Google Docs and it can be viewed here. The only ones who can review this information are those with this weblink: https://drive.google.com/?urp=https://www.google.ca/&pli=1&authuser=0&urp=https://www.google.ca/#folders/0BzVCtZYIs-RgUjFoOXZsQ242eHc
The science of hydrogeology at the time of the approval for this facility did not exist to the same degree of sophistication that we have today. There were leaps and bounds in the technology that took place in the 1990's that reveal serious risks that we now must consider. The map I included in the presentation, shows the concerns submitted IS applicable to Pickering. There are seismic risks to consider. The mapping of Kame systems shows the location of the formations North of Lake Ontario. In the age of climate change, we know precipitation is being altered. Drought and flood issues can influence how much of a risk these existing features are.
I do not agree with the decision of the Canadian Nuclear Safety Commission in discarding my submission because it appears that discretionary power is being used to silence my opinion as a delegate and that violates my right as a citizen to fully participate in this public process.
In my view it it unreasonable to state that the issues are "not specific" to Pickering. If a proposed driving speed is 60 km/hour and there is a school near by, it is reasonable to state that road is dangerous. If another school has a proposed 60km road going near it, it does not negate the need to mention the threat it poses even if it is the same threat. To imply that it is somehow unreasonable to repeat concerns is illogical and in my view highly questionable. If the commission truly does not take issues with the concerns I presented, then please in good faith, negate those concerns by way of an actual explanation not by simply ignoring the concern.
I want my submission included for the record and if the resubmission is accepted or rejected, I request a response to be shared with each of the parties with whom I have shared this email so they can understand the nature of the challenges concerned citizens face when wanting to have a say on a public process regarding the safety of extending the use of the already end of life Pickering Nuclear Power Plant.
Please relay the concerns on my behalf in good faith that the decision may be reconsidered. In my view, it is absolutely applicable.
Thank you kindly for your time.

Dear Ms. Lanteigne:
We regret to inform you that your submission will not be considered by the Commission at the May 7, 2014 hearing as it reprises information already on the record and is not specific to the removal of the Pickering hold point, which will be the focus of the discussion in that hearing.
Regards,
Louise Levert
