[All] Planning and OMB reform: Avoiding OMB with proper EA's

Hi folks

If the Province is willing to apply manditory criteria for Environmental Assessments to assure reasonable data,  it could go a long way to circumvent the need for many OMB processes. In the attachments are the ideas I jotted down today regarding this issue.
