Subject: Requests regarding Line 9
Dear Council Members
Omnibus Bill C-45 removed navigable water's protection for reaches of
the Grand and Nith river in our Region. This took place AFTER Enbridge line 9 phase 1 was approved this summer. With the new Omnibus bill approved, there is no longer a legal need to secure a shut off valve for either the Grand or Nith River in regards to the pipeline and this poses a huge risk for our community and the folks downstream.
To address this, I would like to request that Regional Council take the following actions:
1. Secure a local meeting with Enbridge to allow the public and Regional staff to ask questions of
Enbridge specific to our community in order to prevent damage & associated liability risks of the Line 9 project. Although Line 9 phase 1 has been approved there is no deadline on discussing matters with the public in order to avoid risks.
2. The Cities of Hamilton, Halton Hills and Burlington have provided Enbridge with questions specific to municpal concerns. Our Region can do likewise, particularly in regards to the new weakened protection of the Grand and Nith Rivers.
3. They city can call for a resolution to call for the Federal Government to restore the Navigable Water's Act to protect the Grand and Nith River and/or call for a provincial review of Line
9.
