Actually, just posting a reduced speed limit will likely have little effect in reducing the speed of travel.  Studies that involved clocking over 2000 cars through the existing portion that has a 60 km limit have shown that.  A public consultation showed about 65% support among local residents for lowering the speed limit to 60 in that stretch and council has unanimously agreed to that.  But, even if the cars were to slow down, how many turtles would be saved?  Probably not enough.  There is also concern for the safety of good-willed people who have been desperately trying to rescue the turtles that are attempting to cross the road.

The real need is to provide protected crossing points under the road with barriers to direct the turtles towards them.  In addition, the possibility of creating attractive nesting sites next to the lake, so that the mother turtles won't need to cross the road in the first place, are being investigated. There is a proposal to do so.

This matter was discussed by us at the Regional Municipality of Waterloo  Ecological and environmental Advisory Committee yesterday evening. You can see documentation in the agenda posted on the Region web site (August 13 meeting).  Look at the bottom of the agenda under "information/correspondence", item 6b "E-13-096 Roseville Road (Regional Road 46) 80 km/h posted speed limit review near Barrie's Lake turtle crossing, township of North Dumfries".  I'm sure good suggestions and ideas would be welcomed to help out in this situation.

Everyone loves turtles.  Snapping turtles are now listed as a threatened species, so actions to save every possible individual are needed.
