The Orangeville Citizen reports

In July, GRCA officials sought a Level III declaration for the watershed surrounding the Eramosa River, which flows through Erin into Guelph.
“Cumbersome is definitely a good word to use,” GRCA spokesperson Dave Schultz said of the process. “You’re talking about mandatory reduction. … (The province) wants to make sure it’s a well supported case.”
GRCA officials met with ministry officials several times to see what needed to be done. By the time the GRCA completed most of the groundwork, the irrigating season had come to a close.
“You get to the point where the action you’d impose on people to reduce water consumption — they’re not doing it anymore,” Schultz said. “Do we carry on or let it go?”
As a result, Miller urges the MNR to address those “significant barriers to drought response.”
