Hello

I just submitted comments to the National Energy Board regarding concerns for how climate change could impact structural integrity of Enbridge Line 9 oil pipelines currently crossing through aquifers in Waterloo Region as well as the Grand River. I wanted to run the info by the Ontario Environmental Commissoner incase he would like to explore this issue further. In my view, the need to upgrade infrastructure to adapt to climate change is just as important for subsurface issues as above ground ones.

I understand that pipeline risks are currently a matter for the National Energy Board but I was wondering if Ontario has any jurisdiction over the maintainance or monitoring of these systems by way of existing policies. Right now from what I've gleaned in the Environmental Study Report, some of the monitoring happens in partnerships with conservation authorities but I didn't know if this was a formalized agreement or not.  Also, the Ontario Ministry of Environment was contacted by the NEB and failed to respond to the request to participate with the Board's hearing regarding the reversal of Enbridge pipeline 9. This was noted in the Environmental Study Report that can be viewed online here:

 Would it not be reasonable to make it manditory for the Ontario Ministry of Environment to have a say on pipeline activities over top our municipal water supplies? Could this be mandated via source water protection policy if only to relay the Ministry's hydrological data to the NEB for consideration?
