Subject: Enbridge Line 9 reversal and risks to Waterloo Moraine and National GDP
Dear Ministers,
Enbridge line 9 has been in place since 1976. Enbridge wants to reverse flow in this pipe, which has actually been out of service for over a year, without doing any new data modeling etc. in spite of the fact this project began prior to our ability to reasonably map the aquifers underneith.
Current monitoring: Checking the pipe in the Grand River once ever 5 years and once every two weeks they do an aerial survey for this BURIED pipe. The oil would be drawn into our wells and is not likely to well up if there is a spill. Monitoring is woefully outdated and poses a serious risks to our aquifers. Enbridge admitted in the Hearing Transcripts: Volume 2 that it does not have the technology to detect pin hole leaks. They stated "If we cannot move the oil safely we won't move it.". The admitted the pressure is coming from Alberta and Oil companies to do this project.

When over 19 BILLION of our national GDP is dependent on local groundwater and the Grand River, we need to make sure projects like this are based on sound science, reasonable risk assessments and updated monitoring and that the insurance reflects the actual costs associated with the current risks. The fact is, this pipe crosses over aquifers, areas of peat moss and improperly capped abandoned wells. Pipes can shift, sink or break in areas like this.
This pipe goes right into treaty territory owned by Six Nation's people. By law they have the right to harvest their food and yet this project has the potential to put their main food supplies at risk. All the fish, all the animals they hunt that drink from the Grand are at risk of contamination should a spill occur along this route. Brantford only has two days supply of water. What happens if a break were to occur? Right now the Grand River Conservation Authority is doubling the flood zones and the current data for this pipe has no regard for that. This poses a serious structural risk.
The scope of the study is far to limited to the affected land owners on the properties were the pipes cross but there is little to no regard for ALL the stakeholders who use the water UNDER these pipes aka: Waterloo Regional industries and agricultural sectors, the public, downstream communities and First Nations people. I did not see this issue discussed in local media nor did I see the meetings reasonably advertised in the paper to engage our community into the Hearing process.
The scope of this review is far too limited. This is a major provincial issue, it is an economic issue, it is a regional issue and an Aboriginal issue. We need to reasonably engage all affected sectors into discussion to truly plan appropriately.
It should not take a housewife to raise these concerns but that is what I am. I thank God I had the ability to relay the concerns to the powers that be and I pray to God these enormous risks to our community and national can be reasonably addressed.
