Wow thanks for this. ... and we all seem to love them ? Ignorance is 
bliss.  Many of them are 30 year contracts with double digit interest 
rates built in under complex layers of hidden details and the public 
does not know this. It is always cheaper for local governments to borrow 
the money ( they get a reduced rate priviledge over private borrowers) 
but then the politicians need to address getting re-elected because they 
have increased the debt. ( But at a better rate for the future 
taxpayers). How to educate the public?

links. This week in Europe, with the CETA being pushed by Harper will 
open floodgates to P3s..
and _Water is not excluded from these agreements_   Nestle must be 
having champagne for breakfast these days !   Norah
