Public Information Sessions will be held beginning in January 2012 to provide information on the hearing process and public participation. The oral portion of the hearing will likely take place in the fall of 2012 at a location to be determined.
There is an information session and workshop on the Line 9 reversal that will take place in Cambridge, Ontario on 8 February, 2012 at the Preston Auditorium - Boardroom at 1458 Hamilton Street. The workshop runs from 5pm to 8pm.
That information session is the one we should send a rep to if possible.
At this time it is unclear exactly what the time frame is for letter submission in regards to this project but the National Energy Board assigns a liaison person to assist people in participating in the hearing processes and for this case, the contact person is Process Advisor Katie Emond and she can be reached by calling (toll free) 1-800-899-1265, extension 3255 or 403-221-3255, or by emailing
katie.emond at neb-one.gc.ca
Letters and comments should be focused on the following:
* -the design and safety of the project;
* -environmental matters;
* -socio-economic and land matters;
* -impact of the project on potentially affected Aboriginal interests;
* -impact of the project on landowners and other potentially affected stakeholders;
* -financial responsibility of the applicant;
* -economic feasibility of the project; and
* -any public interest that may be affected
Letters of comment will be taken into consideration during the hearing process. They will not be considered sworn evidence and are not subject to questioning. As a result, letters of comment may not be given the same weight as sworn evidence in a hearing, although the weight of the letters depends on a number of factors, including the content. All letters of comment become public documents once they have been submitted. They will be available on the NEB website and copies are sent to all parties participating in the hearing. People can still give oral testimony and submit written comment as long as data doesn't overlap.
In the attachment is the engineering report for the reversal of line 9. Good thing to scrutinize prior to comment. It's scary stuff actually. The last hydro static tests they did, to determine the pressure range of the pipes is based on data taken from 1997. They want to boost the psi to ship higher volumes which might go beyond design constraints. Scary stuff.
