Here is a video link showing how Waterloo City staff stated "technically we don't need permits" in regards to building the River Road Extention through known Jefferson Salamander habitats in Hidden Valley.

At the openhouse they clearly admit they are seeking kill permits via the Endangered Species Act section 17.2
It is clear staff have assumed they can simply grandfather the legislation of the Endangered Species Act regarding the provisions specific to Waterloo Region and Jefferson Salamanders that was consolidated on July 1 2011.
I spoke with senior policy advisors at the MNR, Gail Jackson and Michele Prioux who stated to me it CANNOT be grandfathered. The current law stand and is applicable to protect both threatened and endangered species.
What you see in this video is city staff advising council using sweeping assumptions that are not only incorrect but technically illegal.
In spite of the warnings, Regional council is still going ahead to proceed with hydrogeological studies on site. To read more about this matter visit here:
