It sounds like Waterloo City Council simply doesn't want to be seen to be taking any position, that they are not prepared to take any official interest in the matter; they are totally sidestepping any responsibility, moral or legal. 

Whatever position GRCA may take can't be pinned on them. It appears that they don't want to offend corporate development partners.
