[All] Dream came & Exposed Wilmot Line!

Hi folks

I had a dream about the birds in the Highland Quarry and wondered if they did a bird breeding survey before they knocked down the barns there. It made me look up the last OMB ruling regarding the West Side Lands when they made revisions to the draft plan to protect the birds. As I viewed the ruling I found this passage, VERY LAST PAGE of the ruling for  OMB appeal PL091182.

City of Waterloo Condition No. AP-G-37 – Draft Plan of Subdivision 30T-97024
Revised Condition
AP-G-37 That the Owner agrees that the City of Waterloo will not pay the cost of road
improvements to the Wilmot Line, and that the City portion of any road
improvements shall be borne by the Owner.



WHY WOULD THE CITY HAVE THE JURISDICTION TO RAISE THIS MATTER 
at the OMB if it wasn't THEIR ROAD or THEIR RESPONSIBILITY?!!! I do not recall seeing ANY 
representatives from Wilmot Township at that OMB Meeting. None spoke out in spite of the fact it was THEIR ROAD. I was there!  It was only City of
 Waterloo and Kevin Eby. You can view the ruling here:

The passage I am referring to is the very last 
amendment made to the Draft Plan of Subdivision by way of this OMB 
hearing, located on the very last page of this document.
