The attached report is available commercially at approx $350.  I imagine
that public records for the same information could be obtained, but the
leg work involved to put this much info together might be prohibitive.  It
includes underground storage tank locations, all Certificates of Approval
active within a given radius of the site selected, records of spills near
the site and within a given radius, etc.

As a point of clarification, the Ministry of the Environment of Ontario
now keeps all Certificates of Approval issued in its databases.  It was
the permits issued in around the 1970's and prior for which there may be
no record.  Unfortunately, I believe that the Certificate of Approval and
Permits to Take Water are no longer available in pdf format from the
Environmental Registry.
