        Merger is no by two to 1 in Waterloo. That's good enough for winner Halloran, who says merger talks are officially over.

        Merger numbers in Waterloo 
        No votes 17,478
        Yes votes: 9264

        As for fluoride, it was blood curling close race. Second to last poll numbers showed the yes side with a slight lead but the final poll tally sealed the deal to remove fluoride.
