According to the latest from the Ontario Ministry of Agriculture, atrazine is currently being used in Corn (ensilage, field, seed and sweet), lowbush blueberries and triazine-tolerant canola (rapeseed).

In our area farmers rotate their corn/soybean crops so that's probably how the link was made. Damages to soybeans from the previous corn crops shows in the leaves.

The latest report from OMAFRA is from 2004 reporting on 2003 pesticide
usage:

report is more of an estimate because reporting is never 100%.

"Atrazine use in field corn was maintained at 80 percent of the 1998 usage,
at 499,000 kg. This
demonstrates that atrazine continues to be a required weed management tool
in field corn."

The herbicide of choice for the 2,000,000 acres of soybeans grown in Ontario
in 2003 was 861,983 kg. of glyphosate (GM Roundup Ready soybeans) with
second place going to metolachlor at 111,604 kg. Atrazine wasn't listed. 

Genotoxic effects have also been observed in tadpoles exposed to
metolachlor.

There are some nuances to the point that atrazine is used on soy.
The short answer is that atrazine is not used on soy.
The long answer is that the report Loiusette is quoting was written 10+ 
years ago. The product, now basically discontinued in favour of better 
herbicides,, was from the family of "triazines".
