Dear Council members
I've sent the following document to Provincial and Federal MP's for their consideration.
I've spoke with ministry workers in depth and I understand how incredibly fractured the system is when comes to duties and responsibilities by various levels of governance. The MOE and Federal Department of Fisheries cannot address water issues, the MOE cannot place an economic value on water resources unless the Finance ministry is involved and the MNR has a vested interest in not valuing water because they make money on quarries, fossil fuel extraction etc.
The economic interests are highly complex yet until an economic value is place on groundwater and surface water resources, we're basically planning in the dark using data based on the studies paid for by developers. I'm working to improve upon this system by trying to establish manditory test times and methodologies in line with sound reasonable scientific practices to banish the wiggle room of biased data but it will be a challenge to get this through.
At this point in time, the strongest force we have to stop bad proposals is by way of your votes at the muncipal level. You actually have the greatest power in your elected positions to either approve or reject proposals that will impact generations of people.
The ministries are bound by restrictive governance that imposes upon their ability to reasonably fulfill their duties. They are underfunded, understaffed and lack the resources to invest time towards undoing poor planning policies. I really want you to understand that they place their faith of compliance in YOU as elected officials. Please remember that when you vote.
The MNR has a serious conflict of interest when it comes to aggregates and the moraine and I want all city and regional officials to be fully aware of this. Please review the contents below and the letter in the attachment.

Dear Honorable Ministers
Please read the attached document
Aggregates are currently being handled by the Provincial MNR which has the mandate to both regulate and promote the use of crown land resources creating a serious conflict of interest. Current data to evaluate the worth of the resources negates to value it's roll in gathering and transporting water supplies.
Fish move cross jurisdictionally therefore it is a federally governed resources. Using the same logic, shouldn't aggregate management fall under federal protection due to it's roll in providing cross jurisdictional water supplies?
The Tory party promised a National Water Strategy. To date there has been no funding or plans announced to facilitate this. Is there any timeframe established for this information to be released? Please respond in writing.
