Management of water monitoring programs
The Department has not fully defined the extent of its water monitoring
responsibilities 
Water monitoring activities are not risk-based
Water monitoring arrangements are sometimes fulfilled
The programs have not systematically assessed client needs
The Fresh Water Quality Monitoring program does not validate the quality of
the data it disseminates
The Fresh Water Quality Monitoring program does not systematically track or
communicate variances from water quality thresholds
The Fresh Water Quality Monitoring program does not measure its performance
Neither program has developed or implemented action plans for program
improvement 

Environment Canada has not fulfilled its reporting obligations under the
Canada Water Act
