[All] "complete" development applications?

Hello,

Does anyone in GREN know about the details of approving development
applications in K-W and when applications are considered "complete"?

I've been having a long discussion with a planner in Guelph about a proposed
development next to a Provincially-significant wetland.  It requires a
zoning change.  The City deemed the application to be "complete" (that is,
all required items submitted) in July of 2009.  However, in December of
2009, our Environmental Advisory Committee found the EIS to be seriously
deficient in a number of key areas and refused to approve it.  They finally
approved it (even though some earlier concerns still had not been addressed)
in April 2010.

Meanwhile, the 120-day deadline for zoning change applications has passed,
since the time starts to run from when the application was considered
"complete."

It just doesn't make sense for the time to start running until the EIS is
reviewed and deemed adequate.  The way the system is set up here, developers
can submit garbage and the clock starts running--putting pressure on the
municipalities to approve the proposal without adequate study.

So I'm wondering if K-W follows this same process?  Is all of the evaluation
done AFTER the application is deemed complete?  Is there a planner in K-W
that I could talk to about this?  Thanks for any suggestions.

P.S.  Guelph City Council deferred this application in July, citing concerns
about tree loss and wetland impacts; but the Mayor brought it back for
reconsideration in August.  One of the reasons she gave for bringing it back
was that the 120 days had passed and the developer could take the City to
the OMB about it!
