The Copenhagan accord is basically done but it is very weak and not legally binding.
The draft policy states we "ought" to keep below 2 degree.No real targets, no real funds set up. The way it's written, anyone can do whatever they want. There are no measures to assure compliance.
Harper is happy. Put it that way. He called it comprehensive and realistic.
Canada won the fossil fuel of the year award for dragging down the entire process.

None the less, South Korea will attract ”the best minds from all around the world” to work at a new Global Green Growth Institute. The institute's prime task will be to assist governments in drawing up national plans for green growth. To read more of that visit here:
